Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division-Kansas City office intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with DataPath Inc, 2205 Northmont Parkway, Duluth, Georgia 33096, for licensing and service maintenance plan for existing MaxView software products for the Radar Operations Center in Norman, OK.� The period of performance for the base year is date of award through November 30, 2022 with four 1-year option periods.� �� Background The Next Generation NOAA Profiler Network (NPN) operates at 449 MHz frequency with sustainable technology refresh. The NPN system consists of three major subsystems, the Radar Unit Subsystem (RUS), the Control and Monitoring Subsystem (CMS), and the Network Communications and Ancillary Equipment Subsystem (NCAES). The CMS system is responsible for providing control and monitor capability across the NPN. The CMS is located at the RUS radar sites, Weather Forecast Offices (WFO) and the Operations and Maintenance Center (OMC). At the RUS radar sites, the CMS is responsible for control and monitoring of health status of RUS equipment and the transmission of meteorological data products from the RUS radar site. The CMS monitors the health and status of equipment, and makes the health and status information available to end users at the WFO, and OMC. The CMS collects all meteorological data products from the RUS radar sites, formats the data into properly structured Binary Universal Form for the Representation (BUFR) messages and transmits this data to users at the responsible WFO and OMC. The OMC CMS performs further processing on the BUFR messages received from the RUS sites to the National Weather Centers for Environmental Prediction Central Operations. The CMS located at the WFO�s and OMC provides the ability for users to control and monitor the health and status of the RUS equipment at the WFO responsible radar sites. DataPath Maxview is the software product that is used as the basis for CMS. Sole Source Justification The Radar Operations Center requires the continued maintenance and licensing of the Data Path MaxView product. Licensing and a Service Maintenance Plan (SMP) is required to prevent service interruptions. The SMP will provide error correction, software patches, system health check; system audits, and prior and new releases. Market research was conducted with various vendors in order to determine if the MaxView software product SMP was supported outside of Data Path. No other SMP was found that would be compatible with the current product or meet the program requirements. Data Path is the sole proprietor of MaxView and owns the software, code and content, and is considered Confidential and Proprietary Information. ��Per Datapath, Inc., they have no authorized resellers.� Special Notice This is the only notice to be posted.� This special notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the needed software maintentance may submit substantiating documentation in writing within the open period of this notice.� Responses can be sent via e-mail to shelley.neubert@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. If no documentation is received, award will be made directly to American Lubricants, Inc.� DOC, Eastern Region Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
