Description
This is a pre-solicitation notice in accordance with FAR Part 5.2, Synopses of Proposed Contract Actions AFLCMC/HBNK intends to award a sole source Indefinite Delivery Indefinite Quantity (IDIQ) contract to Lockheed Martin (LM). The contract vehicle will serve as the means to meet HBNK continuous demand from U.S. partner nations for Lockheed Martin�s family of Ground Based Surveillance Radar Systems and Ancillary Services such as, but not limited to: site surveys, integration, training, logistic support, warranty, etc.�The demand is driven by United States allies� mission needs, as captured in their Foreign Military Sales approved Letter of Offer and Acceptance (LOA) or Building Partner Capacity (BPC) security cooperation and security assistance programs. This contract vehicle will be used to fulfill requirements outlined in FMS cases specifying a directed source capability as permitted by FAR 6.302-4, International Agreement�which states full and open competition is precluded by the terms of an international agreement. Additionally, this IDIQ will be considered for BPC requirements as deemed appropriate to achieve results that are in the best interest of the U.S. Partner Nations, e.g. interoperability need, combined purchases (FMS/BPC), etc. Absent a Partner Nation�s approved FMS LOA, any BPC funded request for radars and ancillary services requirements will be subject to the Competition in Contracting Act and FAR Part 6 requirements. A Sources Sought for the Ground Based Surveillance Radar Systems and Ancillary Services, Notice ID FA873022R0021, was published on Beta.SAM.gov, from 15 Dec 2021 through 14 Jan 2022. The government received only one response, submitted by Lockheed Martin. Therefore, we anticipate a sole source procurement IAW FAR 6.302-1. A Justification and Approval document for this action will be published after award IAW FAR 6.305. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
