The position is for a Washington-based USPSC.� Offerors who live outside the Washington, D.C., area will be considered for employment, but no relocation expenses will be reimbursed. STATEMENT OF DUTIES: General Statement of Purpose of the Contract� BACKGROUND The United States Agency for International Development (USAID)�s Bureau for Global Health (GH) serves as the agency�s primary source of technical expertise, leadership, and donor coordination for the health sector, including HIV and AIDS, infectious diseases, child and maternal health and nutrition, family planning and reproductive health, and health systems strengthening and reform. GH is responsible for advancing field-relevant, state-of-the-art research and the transfer of new technologies and approaches to field programs. Through its staff, programs and country teams, GH provides critical support to USAID missions and field programs in more than 70 countries.� The Office of Maternal and Child Health and Nutrition (GH/MCHN) serves as the Agency�s technical and policy lead on maternal and newborn health; child survival; immunization; and nutrition, with a focus on ending preventable child and maternal deaths.� Cross-cutting activities managed by the Office in support of this goal address private sector partnerships, social and behavior change communication, multilateral partnerships, gender, and monitoring and evaluation. The Child Health and Immunization (CHI) Division provides technical and policy leadership, addressing the leading killers of children in the post-neonatal period.� This includes treatment of pneumonia, diarrhea, and other major contributors to death, vaccine-preventable diseases, as well as emerging issues.� The Division also manages the Agency�s significant investments in Gavi, The Vaccine Alliance as well as our contributions to the Global Polio Eradication Initiative. �� The world has witnessed an extraordinary 70 percent decline in child mortality over the last 50 years, and a reduction in the burden of child deaths from nearly 12 million in 1990 to 5.2 million in 2019. Maternal deaths are also falling and declines in maternal mortality are currently averaging five percent per year.� Despite this progress, significant work remains in order to increase coverage of high-impact interventions, strengthen the health systems that support these interventions, and address equity gaps that are bottlenecks to ending preventable child and maternal deaths.� USAID�s Bureau for Global Health is mobilized to support countries to prevent child and maternal deaths, focusing on 25 countries where 70 percent of these deaths occur (Afghanistan, Bangladesh, Democratic Republic of the Congo, Ethiopia, Ghana, Haiti, India, Indonesia, Kenya, Liberia, Madagascar, Malawi, Mali, Mozambique, Myanmar, Nepal, Nigeria, Pakistan, Rwanda, Senegal, Tanzania, Uganda, Yemen, and Zambia).�� Since 2001, the U.S. government through USAID has contributed almost $2.8 billion to Gavi, the Vaccine Alliance (Gavi) to support the immunization of more than 888 million children and save 14 million lives across 73 countries. � In June 2020, the USG committed $1.16 billion to Gavi over Fiscal Years 2020-2023, subject to Congressional appropriations, to support Gavi�s 2021-2025 strategy (Gavi 5.0) to immunize 300 million more children and save up to 8 million lives. Additionally, as part of the Consolidated Appropriations Act, 2021 the U.S. Congress appropriated $4 billion to USAID for the procurement and delivery of COVID-19 vaccine.� With this additional contribution, the USG is the largest donor to Gavi. Statement of Duties to be Performed MCHN is seeking a Senior Child Health and Immunization Program Manager to provide personal services in support of USAID�s child health and immunization activities, including its investments in Gavi, the Vaccine Alliance, at the country, regional, and international levels.� These services will directly contribute to one of USAID�s global health objectives getting attention at the highest levels of the Agency: Preventing Child and Maternal Deaths.� Additionally, programs within MCHN also contribute to the Agency goal of combating infectious diseases. The Senior Child Health and Immunization Program Manager is a member of MCHN/CHI. S/he will be responsible for providing technical and operational leadership for MCHN program activities; serving as a technical advisor and Agreement Officer�s Representative (AOR) for one or more of the Division�s awards; providing assistance to field missions in the area of maternal and child health and nutrition; representing the Bureau in interagency working groups; serving as a liaison with other USAID Bureaus; and providing technical leadership for GH programs. Detailed personal services requirements include: Program Management Serve as the Agreement Officer�s Representative (AOR) or as an Activity Manager on one or more awards as it relates to child health and immunization programs; Perform the full range of project management functions consistent with Agency policies and procedures and in line with technical priorities;� Work closely with the Division leadership and other AOR/CORs to liaise with the General Counsel, the Office of Acquisition and Assistance, the Program Office and other operational and financial units to further the work of the Division; Manage and track project budgets and undertake financial management, as well as monitor project performance, resolving complex issues as they arise; Monitor health programs through reviewing technical reports, conducting field visits, analyzing outcome and impact data and reviewing routine reports;� Report relevant project data, results, and information to the appropriate authority in an efficient and effective manner; Plan, develop, implement, monitor, and evaluate child health and immunization programs; Disseminate child health and immunization program direction, policy changes and priorities for the missions and address issues or concerns expressed by the missions. Technical Advice Engage regularly with Mission staff on in-country activities, coordinate with other AORs and Technical Advisors within the Division, and liaise within Global Health and other Bureaus to garner best practices and leverage investments towards the Agency�s development mandate; Maintain knowledge of current issues in the areas of international health policy, research, and program implementation with special reference to child health and immunization programs; Collaborate with multiple partners including UN agencies/multilateral organizations, other bilateral donors, NGOs, foundations, etc; Participate in inter-agency and global meetings, consultations, working groups, and negotiations related to immunization, with a focus on vaccine supply and procurement, supply chain and logistics of vaccines; Provide technical assistance in global discussions related to immunization with international partners;� Provide expertise in vaccine supply and procurement and immunization supply chain and logistics; Apply understanding of new developments and emerging issues that affect USAID�s health priorities, including� Gavi 5.0, COVAX, and the Immunization Agenda 2030 (IA 2030) and other global priorities; Prepare and present technical presentations at regional USAID health officers meetings and workshops as appropriate; Join country teams, participate in country program reviews and action plans, and serve as a technical and programmatic liaison between headquarters and country teams on immunization issues; Support technical planning and implementation of Agency-level activities related to broad immunization programs; Draft briefers or other documents to summarize USAID activities and progress in child health and immunization programs;� Monitor and analyze trends and issues related to vaccines including vaccine manufacturing and broader immunization programs and apply these analyses to global, regional and country level programs supported by USAID. Provide technical advice to USAID missions in selected MCH priority countries and assists in developing child health and immunization programmatic approaches; Participate in national assessments of health programs in order to assist host countries in sharpening their own plans and strategies to prevent child deaths through strengthening child health and immunization programs; Provide broader immunization expertise in the design or evaluation of program activities (GH, regional bureau, or field mission) and participates in design committees and competitive reviews, as appropriate; and Provide programming technical assistance related to broader child health and immunization programs, including assisting with the preparation and/or review of strategies and project work plans across Global Health bureau projects. Supervisory Relationships: The USPSC will take direction from and will report to the MCHN/CHI Division Chief (GS-15). Supervisory Controls:� The supervisor will provide administrative direction in terms of broadly defined mission and functions.� As directed and provided under technical oversight, the USPSC independently plans, designs and carries out projects, studies or other work.� Results are considered authoritative and are normally accepted without significant change. PHYSICAL DEMANDS: The work is generally sedentary and does not pose undue physical demands. During potential deployments (if required), and during site visits, there may be some additional physical exertion including long periods of standing, walking over rough terrain, or carrying of moderately heavy items (less than 50 pounds). MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION Education/Experience: Bachelor�s degree with significant study in or pertinent to the specialized field, including but not limited to public health, social science and immunization plus eleven (11) years of progressively responsible experience working in program management or technical assistance in global health.� OR Master�s degree with significant study in or pertinent to the specialized field, including but not limited to public health, social science and immunization plus nine (9) years of progressively responsible experience working in program management or technical assistance in global health.� Citizenship: U.S. Citizens Security Clearance: Ability to obtain and maintain Facility Access or Secret level clearance as provided by USAID.� Medical Clearance: Ability to obtain and maintain medical clearance as provided by the Department of State. EVALUATION AND SELECTION FACTORS The Government may award a contract without discussions with Offerors in accordance with FAR 52.215-1. The CO reserves the right at any point in the evaluation process to establish a competitive range of Offerors with whom negotiations will be conducted pursuant to FAR 15.306(c). In accordance with FAR 52.215-1, if the CO determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of Offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers. Offerors who do not meet all of the following selection factors are considered not qualified for the position: Offeror is a U.S. Citizen. Complete resume submitted. Experience that cannot be quantified will not be counted towards meeting the solicitation requirements.� USPSC Offeror form AID 309-2. Offerors are required to complete sections A through I. This form must be physically signed. Electronic signatures will not be accepted. Ability to obtain and maintain Facility Access or Secret level clearance as provided by USAID. Ability to obtain and maintain a medical clearance as provided by the Department of State.� Must not appear as an excluded party in the System for Award Management (SAM.gov).� Satisfactory verification of academic credentials.� Offeror Rating System: The Offeror Rating System factors are used to determine the competitive ranking of qualified Offerors in comparison to other Offerors. Offerors must demonstrate the rating factors outlined below within their resume, interview, and professional reference checks. The rating factors are as follows: Professional Experience (15 points)� Demonstrated experience with program management in global health or global health programming, procedures, and systems for program design, implementation, monitoring, evaluation. Demonstrated ability to work both independently and in a team environment with a high degree of judgement, ingenuity, and originality to interpret strategy and to analyze, develop, and present work results. Technical Skills (15 points)� Demonstrated experience working in maternal, newborn, and/or child health or immunization at either the field or headquarters level.� Demonstrated ability to effectively communicate and collaborate with multiple partners including U.S. agencies, multilateral organizations, other bilateral donors, NGOs, and foundations. Interview Performance (50 points)� Professional Reference Checks (20 points)� Total Possible Points: 100� Basis of Rating: Offerors who meet the education/experience requirements and selection factors will be further evaluated in accordance with the Offeror Rating System. Those Offerors determined to be competitively ranked in Professional Experience and Technical Skills may also be evaluated on interview performance and professional reference checks. Offerors are required to address each factor of the Offeror Rating System in their resume, describing specifically and accurately what experience, training, education and/or awards they have received as it pertains to each factor. Be sure to include the name and the announcement number at the top of each additional page. Failure to address the selection factors and/or Offeror Rating System factors may result in not receiving credit for all pertinent experience, education, training and/or awards. The most qualified Offerors may be interviewed and required to provide a writing sample. GH will not pay for any expenses associated with the interviews. Professional references and academic credentials will be evaluated for Offerors being considered for selection. References may be obtained independently from other sources in addition to the ones provided by an Offeror. GH reserves the right to select additional Offerors if vacancies become available during the future phase of the selection process. Any experience that does not include dates (month/year), locations, and hours per week may not be counted towards meeting the solicitation requirements. Specific duties performed that fully detail the level and complexity of the work. Education and any other qualifications including job-related training courses, job-related skills, or job-related honors, awards or accomplishments. Failure to identify an academic discipline will result in disqualification. Names and contact information (phone and email) of current and/or previous supervisor(s). U.S. Citizenship. A resume must contain sufficient information to make a valid determination that an Offeror fully meets the education and experience requirements as stated in this solicitation for each grade level(s).
