- The Federal Bureau of Investigation (FBI) intends to award a sole source purchase order to Digital Audio Corporation DBA, Salient Sciences, 5000 Centre Green Way, Suite 500, Cary, NC 27513 for the following products and services: Video Focus Pro Perpetual Licenses Salient Network License Manager MiniLab 1YR Maintenance The North American Industry Classification System (NAICS) is 511210 with a business size standard of 38.5 million dollars.� A quote is being requested under solicitation no. DJF-22-1800- PR-0001011.� This will be a fixed price contract.� Based on FBI market research, it has been determined that Digital Audio Corporation DBA, Salient Sciences Inc. is the only source to meet the FBI requirement and no other supplies or services will satisfy the agency requirements. Due to this proprietary nature of the Video Focus Pro software solution and its capabilities to perform investigative efforts through video, audio and image examinations and analysis.� Video Focus Pro allows law enforcement and other forensic professionals to capture data, passwords and forensics evidence video from networks servers.� The proposed contract action is renewal of the Video Focus Pro Perpetual Licenses and Salient Network License Manager for which the Government intends to solicit and negotiate with only one source under the authority of 41, usc 3304.� This notice is not a request for competitive proposals.� Interested parties may identify their interest and capabilities by submitting a proposal to include technical qualifications and experience/pricing and any other information to Jim Truong via email jatruong@fbi.gov.� Harriett Williams will be the Contracting Officer for the entire solicitation.� The following clauses and provisions are incorporated by reference and apply to the acquisition: FAR 52.212-1, Instructions to offeror-Commercial Items (J Nov 2021):� FAR clause 52.212-2, Evaluation Commercial Item (Nov 2021), FAR clause 52.212-4 Contract Terms and Conditions Items (Nov 2021); FAR 52.212-5 clause, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (Jan 2022).� Each offeror shall include a complete copy of the clause 52.212-3 Offeror Representations and Certifications � Commercial Item (Nov 2021).� The full text of clauses can be obtained at Web Site http://www.arnet.gov/far.� A determination by the Government not to compete this proposed required is based upon responses to this notice and is solely within the discretion of the Government.
