Description

Media Database IT Support Software Subscription The Space and Systems Command Contracting Directorate (SSC/AC PK), Los Angeles AFB intends to issue a sole source, Firm-Fixed Price Supply Contract under Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures; FAR 6.302 Circumstances Permitting Other Than Full and Open Competition, implemented by FAR 6.302-1 IAW FAC 2022-01 (6 December 2021), to Cision US Inc., 130 E Randolph St 7th FL, Chicago, IL 60601-6164. The applicable NAICS is 511210 with a size standard of $14.5 million. The required items are as follows: The requirement is for Media Database IT Support software. The system must have interoperability capabilities with the current SSC software system and perform all database requirements to include Article Author Database, Auto Update, Campaign Management, Clippings Management, Communication Management, Contact Management, Digital Asset Management, Direct Mail Management, Email Distribution, Press Monitoring and Press Release Builder. This notice neither constitutes a Request for Quote (RFQ) or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. THIS IS NOT AN RFQ AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. SSC has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather the Contracting Officer identified below.
