Description
COMBINED SYNOPSIS SOLICITATION FOR COMMERCIAL ITEMS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. The solicitation number N00244-22-Q-0047 and it is being issued as a Request for Quote (RFQ). Solicitation number N00244-22-Q-0047 shall be used to reference any written quote provided under this solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-03 published in the Federal Register on December 30, 2021. This is a 100 PERCENT set-aside for Small Business. The North American Industry Classification System (NAICS) code for this project is 811310 with a size standard of 8 M. All interested companies shall provide a quotation for the following: See SOW and Solicitation for Requirement Description Delivery Address: Assault Craft Unit Five MCB Camp Pendleton, BLDG. 31916 Camp Pendleton, CA 92055. Delivery requirements: SEE SOW. Addenda to provision 52.212-1 are included herein. The provision 52.212-2 is applicable and specific evaluation criteria included in paragraph (a) of the provision. Award shall be made to the quoter, whose quotation, is evaluated as the lowest priced technically acceptable. The government will evaluate information based on the following evaluation criteria: (1) technical capability factor meeting or exceeding the requirement listed in Attachment 1, and (2) price. Offerors shall include a completed copy of provision 52.213-3 and its Alternate I with its quote. The clause 52.212-4 is applicable. The clause 52.212-5 is applicable and properly indicated with which FAR provisions and clauses are applicable to this procurement. Additional Contract requirements: NOTE 1: Interested companies shall provide a quotation and a valid and current certification letter issued by NAVSEA stating that all personnel possess the skills, knowledge, and training to perform satisfactorily the services required with T9074-AA-GIB-010/1687 and that the facility and thermal spray operators are NAVSEA certified to perform the HVOF thermal spray in accordance with T9074-AA-GIB-010/1687. THIS IS MANDATORY. YOU HAVE TO BE CERTIFIED AT THE TIME OF QUOTE SUBMISSION. IF YOUR QUOTE DOES NOT INCLUDE A VALID AND CURRENT CERTIFICATION FROM NAVSEA, YOUR SUBMISSION WILL BE CONSIDERED UNACCEPTABLE AND THE QUOTE WILL NOT BE CONSIDERED FOR AWARD. NOTE 2: Failure to provide Scope of Work will result in rejection of quotation. NOTE 3: Failure to provide valid and current NAVSEA Certification will result in rejection of quotation. NOTE 4: Quotes shall technical information and/or data sheets for review by the government technical representative, buyer, or other subject matter experts. NOTE 5: All items must be covered by the manufacturers warranty. NOTE 6: NO partial bids allowed. NO partial shipments are permitted unless specifically authorized at the time of award. NOTE 7: The method of payment for this procurement shall be Wide Area Work Flow WAWF system in Accordance with DFAR 252.232-7006. NOTE 8: Quotes shall include lead-time, assembly, place of manufacture, shipping, and other related delivery expenses. Defense Priorities and Allocations System (DPAS) and assigned rating: N/A This combined synopsis/solicitation will close at 12:00 PM (PST) San Diego, California Time on 31 January 2022. Submit vendor quote to the Contract Specialist, Mrs. Michelle Muniz, via email to the address michelle.a.muniz.civ@us.navy.mil and stating Solicitation N00244-22-Q-0047 LCAC LIFT FAN SHAFTS HVOF at subject line. Questions on this solicitation shall be submitted to the Contract Specialist via email. The Government will attempt to answer all questions in timely manner and will be made available publicly. However, question(s) submitted near the solicitation closing date may not provide sufficient time for the Government to respond. Therefore, quoters are hereby directed to submit question not later than 10:00 AM San Diego, 31 January 2022. SEE SOLICICATION ATTACHED FOR INSTRUCTIONS AND EVAL CRITERIA.
