- This announcement provides notice that NAVAIR PMA-299, intends to award a new contract in support of the RSNF MH-60R helicopters Planned Maintenance Interval (PMI) program, aircrew training, functional check pilot and other defined helicopter maintenance and training requirements in Jubail, Kingdom of Saudi Arabia (KSA) managed by Program Management Air (PMA)-299, H-60 Multi-Mission Helicopter Program Office, Patuxent River, MD (H-60 Program Office). The Contractor shall provide technical services and material to perform non-recurring and recurring efforts required to inspect, repair, fabricate, assemble, and support maintenance on RSNF MH-60R helicopters designated by the H-60 Program Office. The purpose of the RSNF MH-60R Helicopter PMI events is to maintain the material condition of the aircraft. The Integrated Maintenance Plan requirements provide for two separate Planned Maintenance Interval (PMI) airframe and component inspections, system operability checks, deficiency identification, correction, and preventive maintenance to ensure serviceability through the next planned operational interval.� These events include all MH-60R requirements outlined in A1-H60-IMP-000, inspection bulletin compliance, and conducting preventive, corrective, and investigative maintenance. Organizational level maintenance such as technical directive incorporation, phase maintenance and conditional inspections will be secondary to planned PMIs.� Program scope will require two (2) PMI 1N or 2N helicopters in flow at any given time, to support continued operability availability of ten (10) RSNF MH-60R aircraft.� MH-60R contract aircrew will conduct maintenance check flights in support of RSNF Operational and PMI requirements as well as assist RSNF instructor pilots in execution of Fleet Replacement Squadron (FRS) training.� Aircrew training will be coordinated through RSNF Operations and functional checks flights through squadron maintenance. Performance of this effort will take place at the Jubail Naval Airport Kingdom of Saudi Arabia. The planned period of performance will include a one-year base period and four (4) one-year options periods for a total of 5 years.� Assume an earliest contract award date of January 2023. The anticipated contract type includes fixed price and cost CLINs. Interested offerors may also provide an introductory capability statement in either Microsoft Word or Portable Document Format (PDF). The introductory capability statement shall be no more than TEN single-sided 8.5 X 11 inch pages, font no smaller than 10 point to demonstrate the ability to provide the requirement as listed above. The deadline for responses shall be received by 4:00 p.m., Eastern Standard Time, 14 February 2022.�� Responses shall include: Company name Points-of-Contact (POC) including name, phone number, and email address All data received in response to this Sources Sought RFI that is marked or designated as corporate or proprietary will be protected. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted.
