*****Amendment No. 0001 attached below*********** The Smithsonian Institution has a requirement for companies or firms that can provide Guard Force and Control Room Operator Services for the security of the various facilities and areas at the Smithsonian Tropical Research Institute (STRI).� STRI has research facilities and field stations across the Republic of Panama. Most of STRI�s facilities are located along the Panama Canal and provide easy access to the highly contrasting ecosystems separated by the narrow Isthmus of Panama. Earl S. Tupper Research, Library and Conference Center, A global center for tropical science Naos Marine And Molecular Laboratories, A cutting-edge molecular lab and launching point to the Eastern Tropical Pacific Center For Tropical Paleoecology �And Archaeology, Exploring the tropical peoples and ecosystems of the past Gamboa Laboratories, A tropical research community on the edge of the Panama Canal Barro Colorado Nature Monument, the most intensively studied tropical forest in the world Punta Galeta Marine Laboratory, A Caribbean sanctuary beside a booming commercial hub Bocas Del Toro Research Station, From deep time to real time in western Caribbean ecosystems Punta Culebra Nature Center, A rocky intertidal zone and sandy beach at the Pacific entrance to the Panama Canal. Coibita Island, In one of the wildest places in Central America This Request is �a two-step solicitation. Phase I of the solicitation is �provided in an electronic format, free of charge, to all authenticated account holders of the SAM.gov system. This solicitation will not be issued in paper format. The Smithsonian Institution is interested in selecting the qualified companies.� The information you provide in the Qualification Statement will be the basis for the evaluation of your Company.� This Request for Qualifications is Phase 1 of a two-step solicitation, and will pre-qualify offerors for participation in Phase 2.� To assure your Statement is given full consideration, you must do the following: Read this information carefully to make sure you understand what is required. Answer Each question. Provide your information as one file (in ENGLISH) to the download link below. Do not leave any questions unanswered, indicate N/A if not applicable.�� The Evaluation Process. �In order for the Smithsonian Institution (SI) to determine a Respondent�s ability to perform and be successful in the provision of contract security services to SI a minimum standard must be met. To facilitate the determination of this standard all respondents must provide a Minimum Capabilities Statement. Any respondent that fails to provide a Minimum Capabilities Statement will not be considered as a qualified applicant. Your Statement will be evaluated by a committee appointed by the contracting officer.� Include with your submission: The Respondent must provide SI with tangible proof of the following items, in written format with certified copies of supporting documents, which clearly demonstrate the following: The Respondent�s current legal ability to provide contract security services (a minimum of five years) in the country of Panama, along with the physical address for the office(s) that will support the SI contract. At a minimum, the Respondents must identify their human resource, staffing, training programs (human/Canine) , and weapons retention capabilities. The Company�s length of time providing contract security services in the country of Panama (a minimum of five years). The Company�s current staffing levels in the provinces of Bocas del Toro, Colon, and Panama. The Company�s ability to provide 24 hour per day, 7 day per week, 365 day per year dispatch and response functions to support staffing of a contract the size and scope of SI. The Respondent�s experience servicing research facilities and/or open campus environments where a high degree of autonomy and effective resource management is critical to successfully fulfilling contractual obligations. The Respondent�s current staffing levels along with their hiring, screening, and retention process. The Key Personnel and Core Competencies of those personnel who are identified as the Respondent�s Officers within their respective organizations. The Respondent�s current and prior experience (past 5 years) providing contract security services each distinct province within the country of Panama, to include name, title, and phone number for a current point of contact for each identified reference. The Respondents� must be registered with� Duns and Bradstreet and System for Award Management (SAM).� Provide proof of registration. This announcement is open to all businesses regardless of size. The contract awarded will be firm-fixed-price. Minority businesses, Small businesses, Small disadvantaged businesses, Women-owned small businesses, Hub-zone small businesses, Veteran-owned small businesses, and Service Disabled Veteran owned businesses are strongly encouraged to apply.
