- Description
- This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Medical Research Institute of Environmental Medicine (USAMRIEM) to procure Siemens Reagents, Tests kits and Consumables without competition as prescribed in FAR 13.501(a)(1)(ii). Specifically, the Government will procure this from Siemens Healthcare Diagnostics. Siemens Healthcare Diagnostics is the only company capable of providing all of the reagents and supplies required to operate the Government�s clinical laboratory auto-analyzers. These auto-analyzers will only operate with Siemens reagents and products. No other reagents and products will be compatible with the current Siemens clinical laboratory auto-analyzers. Siemens Healthcare Diagnostic�s reagents and supplies will allow USARIEM to continue research with existing laboratory instruments. There are over 250 items required in this BPA list. All 250 items are crucial for the Government�s ability to conduct research and assay biological fluids. Without these reagents and supplies, it would render the entirety of the existing instruments useless. The lack of continuity of using different reagents would render previous research void and ultimately delay USARIEM�s research mission. Switching to a different brand of analyzer or reagents would be cost and time prohibitive. There is no other vendor that meets all of the Government�s requirements. This announcement fulfills the synopsis requirements under FAR 5.102 (a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as sole source requirement. Interested concerns must identify their capability in writing to the above email address listed above no later than 1:00 PM ET, 11 Feb 2022.
