- Notice of intent to use a brand name product. The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is performing a market survey to determine if other potential sources of supply can provide an Electric Meter that has equal performance and listing/approval requirements to the Electro Industries/GaugeTech Shark 270 Electric Meter. FY23 MCON P-209 Dry Dock 3 Replacement Joint Base Pearl Harbor-Hickam, Oahu requires twelve (12) Electric Meters that has the characteristics below and included as an attachment to this sources sought: Requirements for the Electric Meter: Capable of using existing Electro Industries/GaugeTech Shark 270 Electric Meter software to configure and program the electric meters as well as communicate with the diagnostic and reporting software proprietary to Electro Industries. Application: Facilitate the uniform capture and analysis of time-stamped interval data for electricity and water commodities. Primary Revenue Metering: Certified to ANSI C12.20 Class 0.1% and IEC 62053-22 0.2S Energy Accuracy Standards Transformer/Line Loss Time of Use perpetual calendar. KYZ pulse outputs/inputs for delivering or recording pulses. Test mode and energy presets. Underglass Power Quality Measurement and Analysis Record up to 512 samples/cycle waveforms for sag, swell, or current fault event. Waveform scope for viewing real time voltage and current waveforms. CBEMA and SEMI F47 graphs. Measure: Harmonics. Power factor. Phase imbalance. Symmetrical components. SCADA Communication Capability Standard Type 2 ANSI optical port and RS485/KYZ port. Optional 10/100BaseT Ethernet port. Optional IEC 61850 Protocol Ethernet port. Modbus RTU/ASCII, Modbus TCP/IP, DNP3, and IEC 61850 protocols. Optional RS485/RS232 communication port. Underglass Wireless Cellular 4G LTE Verizon certified High-speed protocol to program meters and download data. Collect data with EIG software or MV90. Commission independently or through EIG. Collect metering data and power quality waveforms from the same wireless connection. Secure communication using virtual private network infrastructure. Built-in Expandable I/O Two I/O cards can be installed underglass. Analog output cards offering four channel 0-1 mA or 4-20 mA outputs for RTUs, generating stations, and process control applications. Pulse input/output card offering two relay outputs and two status outputs for control, alarm, and status. Additional Com cards include Ethernet, serial and 4G wireless cellular solutions. Underglass I/O. Keystone connector and terminal block. Enhanced Cyber Security IP Whitelisting. Password and username encryption. Role-based authorization. Anti-tampering System Events log. Port lockdown control for Ethernet option. Hardware locks and sealing switch to prevent remote tampering. Create Custom Screens and UI to Meet Specific Needs 3 display modes with up to 250 screens. Custom screens that can display any meter readings. Display electricity, water usage. Adds diagnostic information. Meter can be used as an aggregator and display total usage. Primary surge suppression to protect installed meter. This notification is for market research purposes only to identify if other potential sources of supply can meet the requirements of the Government. This is not a request for proposals, quotes, or an invitation for bid. The intent of this notice is to identify other potential sources of this product. To be considered, please submit detailed technical data in order for the Government to conduct a comprehensive evaluation of your product to ensure compatibility with the existing system. In accordance with FAR 15.201(e), a response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. The responder is solely responsible for the information it submits and any associated costs. The Government reserves the right to disregard any submittal that is incomplete or vague.
