- Description
- The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) has a requirement to purchase a stand-alone Battery Energy Storage System (BESS) w/ 100kWh of Lithium Ion that is compatible with current and future Operational Energy technologies.� ERDC-CERL intends to award a purchase order on a sole source basis to Go Electric, Inc. in accordance with FAR 13.106-1(b)(1). The BESS manufactured by Go Electric Inc. has been found to be the only unit available to meet the requirements of the an�AFRICOM sponsored energy research project.� The project involves integrating the BESS with a Deployable Metering and Monitoring System (DMMS), which is the backbone for ERDC-CERL data acquisition process, an Advanced Medium Mobile Power System (AMMPS), the program of record system for the family of tactical power generation, and an AMMPS Microgrid which adds newly proposed power distribution equipment.� These technologies must be incorporated into the integration of the BESS and communication using the DoD standards of Tactical Microgrid Standards (TMS) for ground power systems.� In 2018 Go Electric Inc. was awarded a research and development contract by the Army Contracting Command (ACC) to develop an Expeditionary Portable Power Unit (EPPU).� The total value of that award including options was approximately $3M.� As a relatively small part of that R&D effort, a standalone BESS was created that meets the needs of the current ERDC-CERL requirements.� Go Electric�s EPPU BESS was designed to work with the Power Control System (PCS) of the EPPU and houses lithium-ion energy storage provided by a specific manufacturer.� Within the EPPU PCS outward communication utilizing TMS.� This communication allows the EPPU to work with the AMMPS Microgrid and send data to DMMS for outside monitoring and recording of performance data. Internally the PCS communicates with the BESS.� Being the developer and the only manufacturer of the BESS uniquely makes Go Electric Inc the only company that can recreate an additional BESS with the same interfaces. ERDC-CERL intends to standardize around this footprint of Energy storage solutions for many different projects across the DoD. The standardization needs to start with the EPPU�BESS, so that all future systems will be compatible with AFRICOM�s EPPU. Since Go Electric Inc. designed and built the original BESS, they are the only company that can meet this requirement without substantial duplication of prior efforts. Because of these reasons Go Electric, Inc. is the sole source for this procurement. This is not a request for proposal and in no way obligates the Government to award any contract. This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government�s acquisition strategy. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
