- SOURCES SOUGHT INQUIRY ONLY!!! The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office (NCO) 16, in Fayetteville, AR is seeking potential sources capable of providing service, on the Steam Distribution system for the Alexandria Veterans Healthcare System facilities located in Pineville, Louisiana. The proposed NAICS code for this requirement is 238220. The attached Statement of Work (DRAFT) provides details of the work to be performed, the standards to be met, and the regulatory guidance to be complied with. If your organization is capable of meeting the requirements of the Statement of Work, you may indicate your interest in providing these services by providing the following information: Business Name; Point of Contact; DUNS Number; Capability Statement (no more than 2 pages). Responders are solely responsible for all expenses associated with responding to this announcement. DRAFT STATEMENT OF WORK Contract Title. Steam Distribution System Evaluation 3. Scope The Alexandria VA Health Care System, Pineville, LA is requiring steam evaluation for sterilization area in Building 7 located on the Alexandria VA Medical Center campus. 4. Objective Furnish evaluation and recommendations for repair of existing Steam distribution in Sterilizer Area Located in Building 7 5. Tasks Contractor to provide a complete Steam Distribution System Evaluation on the existing steam supply line from the boiler plant to the sterile processing equipment. Contractor shall provide the SPS Chief with a written report detailing issues identified with valves, piping, pressure. Contractor will perform water and steam quality teting an provide written results to the SPS Chief. Steam Audit - Sterilizer(s) Wet Pack Troubleshooting Steam Quality Test as described in ANSI/AAMI ST79 - Comprehensive steam sterilization and sterility assurance Product Product Code Cost SA-STER-WP-TS Steam Audit 1. Test steam quality at access point, with a direct (dead weight) calorimeter. 2. Verify system drainage performance with electronic instrumentation. 3. Inspect condensate return system. 4. Check sterilizer pitch, piping and vacuum performance. 5. Inspect entire steam supply to sterilizers for drain legs that might be forgotten, missing, disconnected, re-routed, clogged, have failed (or worn out) valves, or be installed incorrectly. 6. Check water treatment on boiler, TDS control, and blowdown practices. 7. Measure dynamic steam pressure (and steam quality again if needed) during a steam load. 8. Inspect HVAC air distribution and temperatures. 6. Security and General Requirements All on-site work should be completed between the hours of 8am and 4:30pm CST, Monday through Friday excluding holidays unless otherwise listed in the tasks section or other working hours are approved by the SPS Chief. Contractor shall obtain an access badge from the VA Police Department or from Facility Engineering Department while performing work on-site for their self, their employees and all subcontractors under their authority. Contractor shall contact Project Engineer or SPS Chief whenever work is being performed in any VA facility to determine if an escort is needed. Project Engineer or SPS Chief will arrange for an escort if needed. The contractor and all employees shall comply with all applicable Alexandria VA Health Care System fire, safety, and traffic regulations. The contractor is to field verify existing conditions. All work is to be performed within all ASME, OSHA, EPA, VA, and Federal, State and local codes and regulations. No roadway, drainage ditch, pedestrian walkway, or any other service, utility, or access to any of the above is to be blocked or rendered unusable for any length of time during this project unless previously approved by the Project Engineer. Work on this project shall not begin until authorized by the Contracting Officer. The title Project Engineer or SPS Chief shall refer to the Contracting Officer s Representative. Work to be conducted on a Fully Operational VA Hospital Campus, Health and Long-Term Care facilities. 7. Delivery All personnel in the contractor s services shall have certified or proper training on the tasks they perform. The SPS Chief shall be informed by the contractor of the following situations/events in writing: The anticipated start date of any contract work. As soon as it is known that the work will take longer than expected. As soon as it is known that a possible change order will have to happen. To provide a written plan for corrective action for any work that cannot be completely within contract specified time. At completion of work prior to leaving the facility. Contractor Payment Application shall be provided at the beginning of each month for the previous month work that has been completed. All required contract works completed shall be approved and accepted by the SPS Chief prior to accepting and approving contractor application for payment. Work shall be performed, with issuance of Notice to Proceed, at the Alexandria VA Health Care System, Pineville, LA, or in the immediate vicinity as required by this Scope of Work. Equipment or Government property may be removed from the facilities with prior permission from Project Engineer or SPS Chief and the Department Director. 8. Period of Performance All contractually required work and tests must be successfully completed within 60 calendar days of issuance of Notice to Proceed. 10.
