- Description
- The U.S. Geological Survey (USGS), intends to negotiate a purchase order for 40 GPS position data loggers with remote data download capability and a base station in accordance with the below salient characteristics to Vertebrate Systems, LL of Chesterfield, MO. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. Vertebrate is, to the USGS knowledge, the only source who can provide the GPS position data loggers with remote data download capability The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may a submit capabilities statement by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The applicable North American Industry Classification System (NAICS) code is 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with the associated size standard of 1,250. Other interested concerns having the ability to provide 40 GPS position data loggers with remote data download capability may submit a capabilities statement to the Contract Specialist via email at thuot@usgs.gov no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist Responses or inquiries shall only be accepted through electronic mail addressed to thuot@usgs.gov and must be uploaded and received in their entirety no later than 01/27/2022. Responses submitted by hardcopy or the SAM.gov portal shall not be accepted or considered. Salient characteristics: -Housing: backpack design, aerodynamic, strong, and waterproof, can be made in a dark color or is paintable. -No external antennas. -Size: weight <12 grams, dimensions <50x20x15. -GPS receiver: high sensitivity 72 channel module with ability to estimate altitude. -Internal battery with under- and over-charge protection and solar panel recharge. -GPS logging intervals: from 1 second to 48 hours (user selectable) -Data storage: memory capable of storing at least 30,000 records -Data upload: via UHF interface -Logged data are stored in memory until triggered for download. -Operational temperature: from -10 to +30 �C -Minimum data record includes: UTC date & time, GPS position, GPS altitude, speed, direction, HDOP, battery voltage, battery charging current, instant acceleration (3 axes). -Transmitter firmware update over the air (OTA) -When deployed, transmitters must be proven to allow for remote downloading of data. Simply establishing contact with deployed transmitters is not sufficient
