Description
SOURCES SOUGHT NOTICE ON-SITE OPEN-HEART CARDIOTHORACIC SERVICES This Sources Sought is issued solely for informational and planning purposes only. It does not constitute the issuance of a solicitation or a promise to issue a solicitation in the future. The purpose of this notice is to conduct market research and obtain information from qualified business. This is not a request for bids, quotes, offers, or proposals. The responses to this announcement will assist in determining the socio-economic set-aside if feasible. The Department of Veterans Affairs is required by Public Law 109-461 to give first priority to Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veteran-Owned Small Business (VOSB) concerns if there should be sufficient firms available to complete under a set-aside. If insufficient SDVOSB or VOSB response is received to establish the basis for setting this requirement aside for other than large business participation, then the requirement will be advertised as full and open competition, in which case, all interested parties responding shall be eligible to compete. The Department of Veterans Affairs, Network Contracting Office 8, hereby provides notice of its anticipated award of a service contract to a qualified source. This Contract is expected to be awarded under FAR Part 13. The period of performance shall be for a period consisting of one (1) base year with four (4), one (1) year options at the discretion of the Government beginning upon anticipated award date of 3/15/2022. THIS SOURCES SOUGHT NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capabilities by responding to this announcement no later than January 21, 2022 at 4:00 pm, Eastern Standard Time (EST). Purpose and Objectives: Your responses to the information requested will assist the Government in determining the appropriate acquisition method. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (beta.sam.gov) to be eligible for award. Interested parties are encouraged to furnish information by email only with RESPONSE TO SOURCES SOUGHT NOTICE 36C24822Q0367_2 ON-SITE OPEN-HEART CARDIOTHORACIC SERVICES in the subject line. All documents submitted, will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed within this notice to Contract Specialist, Raimundo Rivera by email at Raimundo.rivera@va.gov . The capability documentation should include general information and technical background describing in detail, the prospective contractor's capabilities, any relevant experience that will demonstrate Contractor s ability to successfully perform this requirement. ATTACHMENT 1 ON-SITE OPEN-HEART CARDIOTHORACIC SERVICES GENERAL: The Department of Veterans Affairs (VA), VISN 08, Veterans Affairs Caribbean Healthcare System (hereinafter referred to VACHS), San Juan, Puerto Rico located at 10 Casia Street, San Juan, Puerto Rico 00921, is looking for contractors that can provide on-site Open-Heart Cardiothoracic Services to the VACHS under an indefinite-delivery contract (IDC). DESCRIPTION OF SERVICES: The contractor shall provide on-site Cardiovascular Open-Heart Surgery-Cardiothoracic Surgery (*all-inclusive fee per patient) which shall but not, be limited to the appropriate physician, or professional fee; *cardiovascular surgeon, back up for Interventional Cardiology (PCI) (this includes Cardiothoracic (CT) Surgeon, Cardiothoracic Surgery Consult (operation not recommended), Permanent Pacemaker Implant (in emergency cases), Pacemaker Lead Extraction (back up), Pericardial Window and/or Pericardiectomy Procedures. The contractor shall furnish all personnel to provide services necessary to perform on-site Cardiothoracic Surgery services as would be provided in a state-of-the-art civilian medical treatment facility and the standard of care shall be of a quality, meeting or exceeding the currently recognized national standards as established by the American Board of Thoracic Surgery http://www.abts.org/. QUALIFICATIONS: The Contractor shall propose a minimum of one (1) Cardiothoracic Surgeon to be credentialed and be available for scheduling to meet the requirements of the contract. All licenses held by the personnel working on contract shall be full and unrestricted license to the services covered by the contract issued in any State, Territory, or Commonwealth of the United States or the District of Columbia. The North American Industry Classification Code for this procurement is 622110, General Medical and Surgical Hospitals. The Business Size Standard is $12 million dollars. The Product Service Code (PSC) is Q502, Medical Cardio-vascular. Contracting address: Network Contracting Office 8, 8875 Hidden River Parkway, Tampa, FL 33637. In accordance with FAR 52.204-7, System for Award Management (SAM) prospective contractors must be registered in SAM to be eligible for award. SDVOSB or VOSB must be certified and verified in the U.S. Department of Veteran Affairs, Office of Small & Disadvantaged Business Utilization, Vendor Information Pages (VIP) web site located at https://www.vip.vetbiz.gov/. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Only responses from authorized representatives of the firm will be considered. The capability statement shall include: 1.
