- NASA/ARC has a requirement for Lightweight Surveillance Target Acquisition Radar (LSTAR) V(2) radar system services in support of Advanced Air Mobility (AAM) research, Smart Mobility at Ames efforts, and other projects.� NASA/ARC intends to issue a sole source contract to acquire the LSTAR V(2) services from SRC, Inc. of North Syracuse, NY under the authority of FAR 6.302-1. The contract will be a hybrid cost plus fixed-fee and firm fixed-price Indefinite Delivery/Indefinite Quantity contract with a five year ordering period. The contract award is anticipated in late 2022. The proposed contract will refurbish and replace broken and missing hardware on NASA's LSTAR radar systems, replace the military version of the operational software to a version designed for 3-D detection of traditional aircraft and Unmanned Aerial Systems (UASs), and provide training, troubleshooting, and repairs to keep the radars operational to meet the agency's needs. SRC retains the rights to the proprietary data package and is the only source available to provide the replacement parts, software, and technical support for the radar systems. The Government does not intend to acquire a commercial item using FAR Part 12. � � Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Shane Chapman at shane.p.chapman@nasa.gov not later than 3:00 PM Pacific time on January 25, 2022. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
