Description
The proposed contract action is for services which the Government intends to solicit and negotiate with only one source, Delphinus Engineering Corporation (Delphinus), 1510 Chester Pike, Eddystone, Pennsylvania, 19022, under the authority of FAR 6.302-1.� The requirement is for a base period of eight (8) months with an option period of up to five months. The contract action will bridge the gap between the end of the current Seaport Task Order (TO), N0017804D4033 � N0025318F3000 and the award of the competitive follow-on that will be solicited via Seaport NxG.� The current TO expires on 28 June 2022 but due to the current burn rate, the TO is projected to exhaust its ceiling by 22 January 2022.� The contemplated bridge action will provide continued Industrial Support Services (ISS) in support of NUWC Division, Keyport, Undersea Weapons Department (Code 30) and the Undersea Systems Sustainment & Engineering Department (Code 40). Contractor support ranges from torpedo weapons defueling and teardown, managing and processing depot level repairable components, and troubleshooting, repairing, and testing high priority Casualty Reporting (CASREP) items for the fleet. Additionally, contractor support provides required logistics support for the entire Intermediate Maintenance Activity (IMA) workforce. Efforts include ensuring the required parts and tooling are ordered and staged for planned work and production work. The applicable NAICS code for this requirement is 541330 with a size standard of $41,500,000.� Interested persons may identify their interest and capability to respond to the requirement or submit proposals.� This notice of intent is not a request for competitive proposals.� However, all proposals received within seven (7) days after date of publication of this synopsis may be considered by the Government.� A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� Any questions regarding this action should be submitted in writing to Olivia Tobin at email: olivia.k.tobin2.civ@us.navy.mil, phone 360-315-7851.
