- Regional Procurement Office (RPO) East Research and Development Contracting Division intends to negotiate on a sole source basis, pursuant to FAR 6.302-1, with Evergreen Designs for the follow-on contract data programming support for the Veterans Aging Cohort Study (VACS) team at the VA West Haven, Connecticut. The VA healthcare system and its associated data is different than any other healthcare system or dataset; the VA electronic health record (EHR) data on its own generates multitudes of unique data that requires unique data handling and manipulation of very large data files incomparable to any other health system. Evergreen Designs developed the VISN wide data warehouse applications for case management and research purposes, developed telemedicine infrastructure and VISTA linkage as part of early National VA Telemedicine program design, maintains and is an expert in VACS/COMpAAAS servers and software, wrote custom VB software to allow Telemedicine derived patient vital data to be written to VISTA for provider access, developed custom software linking Clinical Decision Support tools to the VA s VistA user interface, developed VistA linked software to support IVR (AudioCare) patient survey tools, assisted with NLP tool development in support of National Projects for Radiology and Pathology note analysis, and assisted in the creation of the CCTS (Cancer Case Tracking System) that has grown to support over 45 VA medical centers. Evergreen Designs was key to the development of these tools and as such they are the only vendor capable to oversee the maintenance of the servers and the technical systems described above that are unique to VA healthcare data and infrastructure. This is a notice of intent and is not a request for competitive quotes; however, any responsible source who believes they are qualified to meet this unique need may submit a capability statement to the contracting office no later than Tuesday, January 18, 2022, 11:59 AM EST. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
