- This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS) intends to negotiate a Purchase Order with PaleoResearch Institute for macrofloral and accelerator mass spectrometer (AMS) analysis of 20 sediment samples as described in the attached Statement of Work. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. PaleoResearch Institute is, to the USGS� knowledge, the only source who can provide macrofloral analysis and extraction of very small samples of organic material suitable for AMS analysis along with AMS analysis The purpose of this notice is to satisfy the requirements of FAR Subpart 5.101(a)(2) and FAR 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 541380, which is defined as ""Testing Laboratories."" Place of Performance: Vendor's facility. Responses or inquiries shall only be accepted through electronic mail addressed to eadam@usgs.gov and must be uploaded and received in their entirety no later than Thursday, January 20, 2022. Responses submitted by hardcopy or any web portal shall not be accepted or considered. Statement of Work I. GENERAL INFORMATION A. Introduction Contractor analyzes bulk samples of sediment, extracts organic material, identifies the nature of the organic material recovered, including where possible, the species. Contractor oversees AMS radiocarbon age analyses for selected very small samples. Remaining sample material will be shipped back to USGS. B. AMS: Accelerator Mass Spectrometry. Radiocarbon age analysis: a method for determining the age of a sample of organic material. Also referred to as 14C analysis or 14C dating. Macrofloral analysis: The process of separating, extracting, and identifying small quantities of organic material from bulk sediment samples. C. The ESC needs reliable ages for organic materials. In cases where bulk samples of sediment are collected there is a need to extract organic material from these sediments, identify the material (where possible to the level of which species), and provide radiocarbon ages of very small samples. Results from these analyses provide the age constraints on past earthquakes. The ESC will submit 20 bulk samples for extraction and identification of organic materials, and request AMS radiocarbon analysis for 20 of the extracted and identified samples. II. WORK REQUIREMENTS A. Technical Requirements. The USGS will provide the contractor with 20 bulk samples of sediment. Contractor will analyze these samples to extract and identify the species of organic materials potentially useful for AMS radiocarbon dating. Contractor will provide a report with detailed information on the results of each sample analyzed. 1) Contractor will recover datable organic material for 20 samples. 2) Contractor will provide AMS radiocarbon analyses for 20 selected samples of organic material such as charcoal, peat, wood, seeds, and micro-charcoal. Contractor will prepare each sample, oversee AMS analysis, and provide a report containing the radiocarbon (14C) age date. 3) Contractor will ship the remaining sample materials back to USGS upon completion of these analyses. 4) Contractor will deliver reports on identification of organic material extracted, and AMS radiocarbon analyses. Return shipment of remaining sample materials. B. Deliverables. 1. Characteristics for work product described in II.A.1., identified by name and quantity. Reports for macrofloral analysis of 20 bulk samples, and AMS 14C analyses of 20 samples. END
