- To meet the overarching program requirements for an integrated electronic health record in collaboration with DoD, OEHRM requires a VA/DHA integrated datacenter-to-desktop executive dashboard. This dashboard shall be a centralized and consolidated schedule visualization management tool, to track program performance and resource management, leveraging OEHRM IMS key data sources. This dashboard must interconnect with the current datacenter-to desktop dashboard developed for DHA, with views specific for OEHRM. The dashboard will focus on the effective use of scheduling and resource allocations against the Integrated Master Schedule (IMS) ensuring effective program management, business processes and best practices. The dashboard will be used as a communication and status reporting tool, displaying information in a way that highlights critical tasks and milestone status, and provide integrated views of the data based on deployment site, accountable teams etc. to support executive level decision making. The dashboard information will assist VA leadership in developing risk management contingency plans and escalation strategies, in addition to improving OEHRM and external partner engagement and advocacy, and collaborate on strategic direction, operational policy, and guidance to ensure program management efficiencies. The Contractor shall ensure their use of SEMOSS and Tableau is consistent with VA policies and standards, including, but not limited to, VA Handbooks 6102 and 6500; VA Directives 6004, 6513, and 6517; and National Institute of Standards and Technology (NIST) standards, including Federal Information Processing Standards (FIPS). The Contractor shall provide all resources and perform all necessary functions in accordance with industry acceptable practices and standards in delivering clinical, technical and requirements analysis, design, development, integration, testing, release support, training, and documentation. The Contractor must ensure sensitive data is properly protected in compliance with all VA regulations. The Contractor shall ensure that all actions are consistent with current VA policies and procedures prior to implementation. II. Technical Background The Department of Veterans Affairs (VA), Office of Electronic Health Records Management (OEHRM), Technical Integration Office (TIO) strives to provide high quality, effective, and efficient Information Technology (IT) services to those responsible for providing care to the Veterans at the point-of-care as well as throughout all the points of the Veterans health care in an effective, timely and compassionate manner. VA depends on Information Management/Information Technology (IM/IT) systems to meet mission goals. The VA s Office of Electronic Health Record Modernization (OEHRM) Program is the program executive office charged with the preparation, deployment, and transition to a new electronic health record (EHR) within VA. The OEHRM manages deployment of the new Electronic Health Record (EHR) system connecting VA medical facilities with the Department of Defense, the U.S. Coast Guard, and participating community care providers. The program ensures that the process of deploying the new EHR is done in a manner that meets VA needs and supports seamless healthcare to Veterans and qualified beneficiaries. The Department of Defense s Defense Health Agency (DHA) has implemented a datacenter-to desktop solution for tracking a centralized Integrated Master Schedule (IMS), program and resource management dashboard. The VA requires integrated views within the existing dashboard, which meet the VA s requirements. III. Technical Challenges Currently there are limitations to sharing IMS data across platforms as there are accessibility restrictions, either due to the shared location of where the IMS resides or MS Project licenses, or data coding and data mapping inconsistencies. To have a common view for EHRM stakeholders, especially for the joint DoD/VA sites, and meet the overarching program requirements for an integrated electronic health record in collaboration with DoD, OEHRM requires a VA/DHA integrated datacenter-to-desktop executive dashboard. IV. Technical Requirements and Approach Information is needed on vendor s proposed technical approach, including the following: Solution Scope Identify all requirements described in the accompanying PWS document that are not supported. Architecture Describe (include MS Visio (2010) and .pdf diagrams) the solution architecture. Include: Key functional components Integration points, Data flows Deployment model Identify any components of the solution which are proprietary. Describe how the architecture provides robust response times, reliability and availability. Describe how the solution supports multiple organizations with distinct administrators and systems. Describe how the solution can be implemented into a Cloud environment. Technical Approach VA requires all technology in use at the VA to be on the VA Technical Reference Manual (TRM). Is your solution on the VA TRM? Describe functionality. Management/Compliance Describe the solution management functionality. Discuss any user interfaces, reports, alerts, integrations with other management platforms that will allow the VA to manage and verify the solutions performance, capacity, availability and reliability. Cost Provide information describing how the product is priced and the cost to the VA to include license fees, usage costs, and maintenance and support costs. Provide costs for enterprise (unlimited use) licensing option. Provide costs for component or item level pricing in quantities required to meet VA requirements. Provide estimates for services described in the PWS and/or parameters sufficient to allow VA to estimate the service cost. General Questions Provide any relevant feedback on the requirements document. Provide any relevant feedback on the PWS and recommend any changes to better support the project objective. VII.
