- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format set forth in Federal Acquisition Regulation, Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.� (ii) This solicitation is issued as Request for Quotation (RFQ) Number W912DR22Q9001 on a full and open competition basis.� (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-07/2021-09-10.� (iv) NAICS number is 561612. �Small Business Size Standard is $20,500,000.� (v) Offerors shall structure their quote or proposal to include a price for all items as listed and described in CLINS 0001, 0002, 0003, 1001, 1002, 1003, 2001, 2002, 2003, 3001, 3002, 3003, 4001, 4002, and 4003 below. Base Period CLINS: CLIN 0001 � Annual Service Fee for 4 sites (12 months x $________ per month = $___________(total). CLIN 4003 � Emergency Alarm Response and security during an alarm system failure or power outage for 4 Sites in Virginia (6:00 PM to 6:00 AM on weekends and holidays 365 days a year as required by the Government for emergency alarm response and security during alarm system failure or power outage).� Estimated quantity is 44 incidents (weekends and holidays).� Provide total amount to include price per incident response fee. (vi) DESCRIPTION: �The contractor shall provide fully trained unarmed personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform emergency alarm on-site response as defined in the Performance Work Statement (PWS) dated 22 November 2021.� The contractor shall execute the specific task areas as follows:� Task 1 Emergency Alarm Response and Task 2 Security During an Alarm System Failure or Power Outage.�� The contractor will perform the services at four Government facilities as identified in the PWS. The PWS is a Controlled Unclassified Information (CUI) document.� The DD 254 �Department of Defense Contract Security Classification Specification� is FOUO.� If a company wishes to request the PWS and DD 254, it may do so by requesting access to the Department of Defense (DoD) Secure Access File Exchange (SAFE) website by contacting Major Puna Taamu at Punatoto.V.Taamu@usace.army.mil or April Way at april.a.way.civ@mail.mil.� The DoD SAFE site is: https://safe.apps.mil/ . Security Requirements:� The security requirements identified below are in accordance with the DD Form 254. 1.� Contractor and subcontractor company must be owned and based in the US. 2.� Contractor and subcontractor Company must have an active SECRET facility clearance. 3.� Contractor and subcontractor response personnel must have active SECRET clearances. 4.� Committing contractor and subcontractor official who contracts with the Government must have a SECRET clearance. 5.� Contractor and subcontractor personnel performing work under this contract must, at time of the quotation submission, possess and maintain the level of security identified for the life of the contract. 6.� Contractor and subcontractor must provide names and identification information to the Government sufficient for verifying contractor personnel clearances. The Government will not approve contractor personnel for use on this contract if the Government cannot adequately verify their individual clearance status. (vii) Period of performance is one twelve month base period plus four twelve month option periods. �Offerors shall structure their quotation to include a price for all items as listed and described in the Price Schedule in the attached solicitation. (viii)�The provision at�52.212-1 �Instructions to Offerors-Commercial� applies to this acquisition with the following addenda:� Per FAR 12.603(b), the SF 1449 is not used.� Period of acceptance of offers � Offeror agrees to hold the prices in its offer firm for 60 days after Government receipt of quotes.� The Government plans on issuing a purchase order for this procurement. Prices shall be structured in accordance with the CLIN structure stated above. It is anticipated that award will be made without discussion. Therefore, each offeror is encouraged to and must submit their best terms with their quote. The most current version of provision at FAR 52.212-1, Instructions to Offerors--Commercial Items, applies to this acquisition. Special attention is directed to FAR 52.212-1 (b). Failure to submit the information set forth therein for evaluation may render the offer nonresponsive.
