- Description
- This Request for Quote (RFQ) is for an Indefinite Quantity Contract to provide Mowing Services for Barren River Lake Corps of Engineers recreational facilities in accordance with the Performance Work Statement.� The Base Year will be from Date of Award through 28 February 2023.� The Contractor's work and responsibility shall include all planning, programming, administration, management, supervision, communications, and inspection necessary to assure that all services are conducted in accordance with the contract requirements and all applicable federal, state, and local laws and regulations. Note: This solicitation contains an option clause to extend the awarded contract for up to two (2) additional one-year periods. The one-year option periods are as follows: Option Year 1: 01 March 2023 through 29 February 2024 Option Year 2: 01 March 2024 through 28 February 2025 The Contracting Officer may exercise the option by written notice to the Contractor within 300 days of the award. One award will be made from this RFQ. The contract type is a Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ). The minimum guarantee for the Base Year is $3,977.56 in services. �There is no guaranteed minimum for the option periods, if exercised. This procurement is 100% set-aside for Small Business, NAICS 561730 ($7.5 million). Method of Payment under this contract will be Electronic Funds Transfer (EFT) to a commercial bank account specified by the Contractor. Quotes will not be accepted for quantities less than the quantities specified in the Price Breakout Schedule. Failure to submit a unit price for all items listed (base year and option years) will be considered as a material deviation from the requirements of the RFQ and the Quote will be rejected. The terms offer and proposal are used interchangeably in this RFQ. A SITE VISIT will be held on 20 January 2022 at 10:00 AM CT. Barren River Lake Project Office 11088 Finney Road Glasgow, KY 42141 Note: The basis of award is the Best Value Trade-Off process. Factors to be considered are Past Performance, and Price. Proposal Requirements Each offer must include the following items: A completed Price Breakout Schedule/price quote. Descriptions of at least one (1) and up to five (5) projects substantially complete (meaning 50% or more complete) or completed by the prime contractor within the last five (5) years that are similar to this project.� Projects considered similar in scope to this project include Mowing and Maintenance Service contracts that involve outdoor mowing and maintenance work at public recreation areas; which involves furnishing the supplies, tools, and equipment necessary to perform mowing and herbicide application services for recreation areas, day use areas, administration areas, and dam site areas.� Projects that are considered similar to this project are 50 acres or greater.� Templates for project descriptions (see Form A: Project Detail Sheet) are included for your use.� If you elect not to use this format, all information identified on the template is still required for evaluation.�� At least one (1) reference for each project identified for project experience.� Reference information must include project name, location, point of contact, telephone number, and email address.� Also include any ratings, letters, awards, etc. that support past performance on these projects.� A Past Performance Questionnaire Template is attached for your convenience.� If used, the Past Performance Questionnaire must be submitted by the offeror with the proposal submission and not sent directly to the agency from the reference. Evaluation Process A Source Selection Evaluation Board (SSEB) comprised of representatives of the Corps of Engineers, User/Customer, and other required personnel will evaluate the proposals.� Offerors are advised that the evaluation and rating of proposals will be conducted in strict confidence.� Reviews of non-price factors will be conducted without knowledge of the price offered.� The number and identities of offerors will not be revealed to anyone who is not involved in the evaluation and award process or to other offerors. The evaluation process will consist of the following four parts: Proposal compliance review This is an initial review to ensure that all required forms and certifications are complete. Past-performance and experience evaluation The SSEB will evaluate and rate the proposals against the RFQ requirements. Using the relevancy ratings and confidence assessments defined in the tables below, these non-price factors will be evaluated based on the extent of recent and relevant past experience, and the quality of the offeror�s performance during that experience. Definitions: Deficiency. A material failure of a proposal to meet a Government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level. See FAR 15.001. Strength. An aspect of an offeror�s proposal that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance. Significant Strength. An aspect of an offeror�s proposal that has appreciable merit or appreciably exceeds specified performance or capability requirements in a way that will be appreciably advantageous to the Government during contract performance. Weakness. A flaw in the proposal that increases the risk of unsuccessful contract performance. See FAR 15.001 Significant Weakness. A flaw in the proposal that appreciably increases the risk of unsuccessful contract performance. See FAR 15.001 Uncertainty. Any aspect of a non-cost/price factor proposal for which the intent of the offeror is unclear (e.g., more than one way to interpret the offer or inconsistencies in the proposal indicating that there may have been an error, omission, or mistake). Clarification. Limited exchanges between the Government and offerors that may occur when award without discussions is contemplated. See FAR 15.306(a)(1). Adverse Past Performance. Past performance information that supports a less than satisfactory rating on any evaluation.
