Place of Performance: Projects will primarily be in California, Nevada, Arizona, New Mexico, and Utah. Please continue to monitor this posting for further updates. This is a solicitation notice regarding the upcoming Cultural and Environmental Resource Services support for work assigned to the U.S. Army Corps of Engineers (USACE), including but not limited to South Pacific Division and their customers. Projects will primarily be in California, Nevada, Arizona, New Mexico, and Utah. The anticipated acquisition strategy is 100% Small Business Set-Aside (FAR 19.5). Overall MATOC target is -six IDIQ contract awards The government anticipates two pools: A) Cultural Resources Only, and B) Cultural and Environmental Resources.� The A) Cultural Resources Only pool is intended for offerors with professional qualifications and technical expertise required specifically for compliance with federal cultural resources laws including the National Historic Preservation Act (NHPA), the Native American Graves Protection and Repatriation Act (NAGPRA), and similar laws and regulations. Cultural resources task orders may involve all aspects associated with the identification and evaluation of historic properties for NHPA Section 106 compliance, data recovery and analysis, NAGPRA and Tribal liaison services, construction monitoring, and related tasks. Offerors in the B) Cultural and Environmental Resources pool are expected to have professional qualifications and technical expertise required for compliance with federal environmental resources laws including, but not limited to, the National Environmental Policy Act (NEPA), Endangered Species Act (ESA), Clean Water Act (CWA), and Clean Air Act (CAA), in addition to the professional qualifications and technical expertise required for compliance with federal cultural resources laws. Task orders applicable to this pool may involve conducting surveys and analyses of, and preparing documentation for, potential project effects to the human environment sufficient to comply with Corps policy as well as federal, state, and local environmental and cultural resources laws and regulations, as applicable. Sample task orders will be included at time of solicitation and will be used in part to evaluate responses of the solicitation. Please note the posted documents are DRAFTS and subject to change prior to solicitation. The Government reserves the right not to post the solicitation. Provided with this pre-solicitation are the base PWS and Sample PWS for Cultural Pool and Environmental Pool. During the solicitation a ProjNet entry will be created for inquiries/comments.
