- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. �The Federal Bureau of Investigation (FBI) intends to negotiate a sole source, fixed-price contract with a base and 4 option-year to Ultra Electronics Forensic Technology Inc. located at 7975 114th Avenue North, Suite 2500, Largo, Fl 33773, for the purpose of providing a 5-year SafeGuard Warranty and Protection Plan of the Integrated Ballistic Identification System (IBIS). � The FBI�s Laboratory Division (LD), Firearms and Toolmarks Unit (FTU), requires the purchase of a base and 4 option-year SafeGuard Warranty and Protection Plan for the IBIS BRASSTRAX Acquisition Station and the IBIS MATCHPOINT Analysis Station for Cartridge Cases. The warranty will provide 24/7 technical support, replacement of defective hardware, software upgrades, preventative maintenance visits, and training opportunities for staff.� � The IBIS is a ballistic comparison system that allows technicians to digitize and automatically sort bullets and shell casings signatures and aids in providing matches at an accelerated rate.� The repository for this ballistic evidence is called the National Integrated Ballistic Information Network (NBIN) and is controlled by the Bureau of Alcohol, Tabaco, Firearms and Explosives (ATF).� The FBI�s Laboratory Division relies upon NIBIN to conduct searches nationwide of cartridge cases that are submitted through casework or generated through test fires or firearms submitted in casework to identify potential links between crimes not known to be connected. Based on market research, the ATF controls the NIBIN Database and subcontracts with the manufacturer, Ultra Electronics Forensic Technology Inc. for the algorithm, and the development of software instrumentation.� As a result, Ultra Electronics Forensic Technology Inc. is the only source to provide the needed warranty. Ultra Electronics Forensic Technology is also the exclusive manufacturer of IBIS that provides proprietary products of IBIS BRASSTRAX, IBIS BULLETTRAX, IBIS MATCHPOINT, IBIS Data Concentrator, IBIS Correlation Engine, as well as maintenance. This notice will be distributed solely through the Official U.S. Government System for Contract Opportunities (used to be FBO), Website (www.sam.gov).� Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition. �The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1.� This notice of intent is not a request for competitive quotations; however, per FAR 5.207(16)(ii) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. �All capability statements or quotes shall be submitted to the Contract Specialist, Cynthia Mettlen by email.� The email address is cmettlen@fbi.gov Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. �Telephone requests will not be considered.� A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� � Vendors must be registered in the System for Awards Management (beta.SAM.gov) to receive government contracts.� The FBI uses a financial system that has a direct interface with SAM.� Please ensure that your company's SAM information is updated and accurate. �This includes TIN, EFT, DUNS, addresses, and contact information.� The EFT banking information on file in SAM will be what the FBI uses to process payment.� *Justification for Other Than Full and Open Competition is available upon request* All responses to this intent to sole source are due to the contracting specialist by 05:00 PM EST on January 12, 2022,
