- Page 3 of 3 NOTICE OF INTENT TO SOLE SOURCE Non-IT Guest WIFI license, service, and support The Veterans Health Affairs, Network Contracting Office 16, is issuing this Notice of Intent to Sole Source in order to identify any potential sources that have the resources and capabilities to provide Non-IT Guest WIFI license, service, and support as described below in the statement of work. The government is contemplating a Base +4 option period Firm Fixed Price contract to satisfy this requirement and meet the needs of the patient population at the G.V. (Sonny) Montgomery VA Medical Center. STATEMENT OF WORK (SOW) 1. Contracting Officer s Representative (COR). Non-IT Guest WIFI license, service, and support. 3. Background. G.V. (Sonny) Montgomery VA Medical Center is requesting the license, service, and support for non-IT guest WIFI. GVSMVAMC has an existing system that was installing, implemented, and now currently maintained by TECHSYSTEM USA vendor. This system not only runs our guest WIFI, but also our medication tube system and various Facility Maintenance Systems. 4. Scope. Service will be performed during normal hours of coverage unless requested or approved by COR. Federal Holidays: The Federal Government observes the following days as holidays. In addition to the days designated as holidays, the Government observes the following days: Any other day designated by Federal Statute Any other day designated by Executive Order Any other day designated by the President s Proclamation Support and Service Monitor connectivity bandwidth and uptime Monitor traffic and user activity trends Block P2P traffic from users Monitor APs, Zone Director, router, switches Phone support Help Desk (24/7; service availability and troubleshooting) Level 2 engineer support (8 am - 5 pm; configuration changes; service and equipment support) Onsite technical support (8 am - 5 pm; configuration changes; service and equipment support) Reports and Schematics The contractor shall provide service reports for any and all service and maintenance support provided to the medical center. These service reports shall include: what service/maintenance was requested, what service/maintenance was accomplished, time, date, and contractor personnel involved. PAYMENTS AND ADDITIONAL CHARGES PAYMENTS: Invoices will be paid IN ARREARS on a monthly basis. (If the Contractor prefers quarterly, or semiannually, permission can be granted for other than by a monthly basis by the CO). The Contractor shall mail the invoices to the address provide on the Continuation Sheet of the SF 1449. Invoices, MUST INCLUDE, at a minimum, the following information: Contractor s name, address, phone number, contract or purchase order number, period of service the billing covers, list of equipment items covered during the stated period of service and invoice amount. ADDITIONAL CHARGES: There shall be no additional charge for time spent at the site (during, or after the normal hours of coverage) awaiting the arrival of additional FSE and/or delivery of parts 6. Place of Performance: Service and maintenance work will be completed on site at the G.V. (Sonny) Montgomery VA Medical Center. 7. Period of Performance: Service Base Year - April 01, 2022 through September 30, 2022 Option Year 1 - October 01, 2022 through September 30, 2023 Option Year 2 - October 01, 2023 through September 30, 2024 Option Year 3 - October 01, 2024 through September 30, 2025 Option Year 4 - October 01, 2025 through September 30, 2026 (Option Years pending availability of funds: refer to FAR clause 52.217-8 and 52.217-9) Period of Performance: Supply (Licenses) Base Year - April 01, 2022 through September 30, 2022 Option Year 1 - October 01, 2022 through September 30, 2023 Option Year 2 - October 01, 2023 through September 30, 2024 Option Year 3 - October 01, 2024 through September 30, 2025 Option Year 4 - October 01, 2025 through September 30, 2026 (Option Years pending availability of funds: refer to FAR clause 52.217-8 and 52.217-9) 8. Security: The C&A requirements do not apply, and that a Security Accreditation Package is not required Responses must be submitted by 3:00 PM (CST) Friday, December 31, 2021.
