Agency/Office: Army Contracting Command � Detroit Arsenal (ACC-DTA) Title: Special Notice � GVS OTA, W15QKN-17-9-1025 RPP 22-05, Large Tactical Power Systems (LTPS) Description: The Government intends to issue a Request for Prototype Proposal (RPP) for the Large Tactical Power Systems (LTPS) under the Ground Vehicle Systems (GVS) Other Transaction Agreement (OTA), W15QKN-17-9-1025. The GVS OTA was entered into between the Army Contracting Command (ACC) and the National Advanced Mobility Consortium (NAMC) on 26 September 2017, in support of Ground Vehicle System related Research and Development prototype projects. The Government will utilize the GVS OTA to award this effort. The intent of this prototype project is to develop, manufacture, test, and produce generator sets in the 500 kW skid and Power Plants (PP) configurations to meet the electrical power needs for the LTPS and the Department of Defense (DoD). �LTPS is a modernization program managed by the Product Lead, Large Power Systems (LPS) that will provide more mobile, reliable, and logistically supportable tactical electric power sources for the DoD�s 21st century digitized forces.� The LTPS is a 500 kW tactical power source designed to meet standard DoD power requirements, in skid mounted sets and trailer mounted PP configuration. It is anticipated that the contractor will build four (4) LTPS prototypes in order to support testing. The contractor will also be required to deliver Integrated Product Support Analysis for the prototype system. The anticipated period of performance is 36 months.� The Government intends to release an LTPS Request for Information (RFI) on SAM.gov and to the NAMC in late December 2021. � The Government anticipates pursuing a Follow-on Production effort.� This effort may be under the authority of 10.U.S.C. 2371b(f), which states that, upon a determination that the competitively awarded prototype project has been successfully completed, the prototype project may result in the award of a follow-on production contract or transaction without the use of competitive procedures. The potential follow-on production for this effort is estimated at $106M for up to 83 systems. The potential follow-on production effort will include ancillary services and ancillary items such as spare parts, technical manuals, etc. At this time, the Government currently anticipates that any follow-on production effort would be procured through a production Federal Acquisition Regulation (FAR) based contract, which would be administrated directly by the Government outside of the GVS OTA with NAMC. NOTE: This Special Notice is for informational purposes only. A prototype project will not be awarded in response to this announcement. The purpose of this announcement is to provide industry advanced notification of the Government�s intent to release a RPP to the NAMC membership.
