- LOCH RAVEN VETERANS AFFAIRS MEDICAL CENTER SCOPE OF WORK BEI Boiler program Development Package General intention: It is the General intention of the Loch Raven VAMC Baltimore MD to obtain BEI (Boiler Efficiency Institute) services to make the following Boiler Program Development Package to assist the Loch Raven VAMC in improving their boiler program: Create Site Specific Safety Device Testing Procedures and Documentation on high pressure and hot water boilers. Create Lock Out Tag Out Procedures/ Documentation on boilers, DA tank, condensate tank. Create Normal Operations Procedures. Create Emergency Operations Procedures. Provide Onsite Hands-on Training on the execution of new SOPs and other boiler plant related. topics. Primary training focus will be on Safety Device Testing Procedures. Create a compliant boiler plant policy document. The BEI Boiler Program Development Package will be applied to the boilers in Building #1, Building #2, Building #4, Building #5, Building #6, and Building #7, at the Loch Raven VAMC Baltimore MD. 2. Qualifications of Contractors: Contractors shall be equipped with all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely. Tools, equipment, and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910. 3. Summary of work & material requirements: BEI proposes the following Boiler Program Development Package to assist the Loch Raven VAMC in improving their boiler plant program: Create Site Specific Safety Device Testing Procedures and Documentation on high pressure and hot water boilers. Create Lock Out Tag Out Procedures/ Documentation on boilers, DA tank, condensate tank. Create Normal Operations Procedures. Create Emergency Operations Procedures. Provide Onsite Hands-on Training on the execution of new SOPs and other boiler plant related topics. Primary training focus will be on Safety Device Testing Procedures. Create a compliant boiler plant policy document. Delivery Loch Raven VAMC 3900 Loch Raven BLVD Baltimore, MD 21218 Only materials specified within this SOW are acceptable. No substitute will be acceptable. Contractor will clean up any unused or waste material at the completion of service. Scheduling equipment downtime: The Loch Raven VAMC boiler system is considered a mission essential system. Disruption of the boiler system will be minimized by restricting equipment outages. Equipment outage schedules will be at the sole discretion of the Loch Raven VAMC contracting officer or technical representative. END
