Description
Action Code: Sources Sought Notice Subject: Gatehouse Tower Heat Replacement at Colebrook River Lake Dam Sources Sought Number: W912WJ22X0006 NACIS Code: 238220 Response date: January 14, 2022 The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for Construction Services for the Gatehouse Tower Heat Replacement project at Colebrook River Lake Dam located in Colebrook, Connecticut. The NAICS code for this procurement is 238220. The project is planned to be issued in the spring of 2022 with construction to take place during the fall (2022) or the following spring (2023). The estimated construction cost is between $250,000.00 and $500,000.00. Colebrook Lake Dam is a dam located in the town of Colebrook in northwestern Connecticut. The dam is located on the West Branch Farmington River about 1.5 miles upstream of Goodwin Dam. This dam is operated in conjunction with other Corps reservoirs in the Connecticut River basin to reduce flood levels on the main stem of the Connecticut River. USACE is developing a construction package to replace the existing heating system at the Colebrook River Lake gatehouse tower in order to eliminate the high humidity and lowered space temperature issues within the gate chamber. In addition to replacing the heating system, USACE plans to include new dehumidifiers to be installed in the gate chamber. The existing gate chamber (approximate floor elevation 583) currently only receives mechanical heating indirectly through the ventilation fan system located in the furnace room (approximate floor elevation 777). The ventilation fan system retrieves its supply air from the room temperature air in the furnace room and delivers to the gate chamber. The existing ventilation system appears to have sufficient supply and velocities of air reaching the gate chamber; however, the supply diffuser serving the furnace room is located in the upper 1/3 of the room volume whereas the supply air ventilation fan is located near the floor. Additionally, the supply diffusers for the ventilation system at the gate chamber room are located 8-9 feet above the finished floor. Therefore, it is assumed that much of the heated air reaching the gate chamber is not reaching the lower level of the gate chamber. For reference, the existing service bridge to the gatehouse tower is approximately 10-feet wide with a current load rating of HS-20: Inventory 22T, Operating 36T. The doorway opening at the operating room floor is approximately 7.33-feet. There is also an onsite 5-ton monorail hoist located in the operating room (approximate floor elevation 790.5) that will be available for use; however, it will require load testing and certification. Interested firms should be aware that there will likely be fall safety hazards as well as confined spaces requirements. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, small business, etc.), as well as qualifications and experience in performing the work components stated above. Please include at least two specific examples of the firms experience performing the work requirements stated above. The projects must have been performed within the last seven years. Please indicate the percentage of self-performed work and the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offerors effort and their experience must also have been performed within the last seven years. Proof of bonding capability is required. Responses are limited to twenty pages. Responses are due by January 14, 2022 via email to elizabeth.k.glasgow@usace.army.mil. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice. Government Agency URL: www.nae.usace.army.mil Government Agency URL Description: New England District, Corps of Engineers
