- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the U.S. Naval Research Laboratory is not at this time seeking proposals and will not accept unsolicited proposals. Contractor�s are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. OBJECTIVE: The U.S. Naval Research Laboratory (NRL) is searching for potential qualified and interested sources capable of performing the requirements set forth in the attached Performance Work Statement (PWS) entitled �Active Pixel Sensors for the National Oceanic and Atmospheric Administration (NOAA) Compact Coronagraph For Space Weather Forecasting� and to determine set-aside possibilities for qualified small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, and women-owned small businesses. These sources will support the Solar and Heliospheric Physics Branch (Code 7680) and will provide research in the fields of astronomy and astrophysics, solar terrestrial physics and atmospheric science. The Branch cultivate heliospace environment understanding, awareness, sensors, forecast capabilities, and monitoring tools that predict operational impacts and enable real-time threat warning; and transition these developments to support the Navy/Marine Corps and other agencies. BACKGROUND: NRL conducts research in the fields of astronomy and astrophysics, solar terrestrial physics and atmospheric science. Satellites, rockets, and ground-based facilities are used to (a) obtain information on radiation from the sun and celestial sources, (b) study the behavior of the ionosphere and the upper and lower atmosphere, and (c) conduct research in support of these activities. In order to carry out space science investigations, instrument development activities are needed to support satellite design, experiment design, sensor design and fabrication, instrument packaging, integration and payload testing activities. Specific issues to be addressed under this effort include advanced thermal, mechanical, electrical, optical, contamination, and systems engineering activities for implementation and support of Space Science instruments and payloads. In accordance to the PWS, NRL is requiring a set of mechanical, flight, engineering, and potentially high efficiency model detectors for the NRL Compact Coronagraph instrument supplied by the Solar and Heliospheric Physics Branch of the Space Science Division.� The detectors will be fabricated using masks and a design from a previous NRL program. TYPE OF CONTRACT: Award is anticipated to be a Cost Plus Fixed Fee Indefinite Delivery Indefinite Quantity Contract. Funds will be obligated on individuals order as they are issued. PERIOD OF PERFORMANCE (POP): The ordering period will be five years.� RESOURCES: To aid industry in evaluating their ability to perform the requirement, the following documents are attached: a.) Performance Work Statement b.) Contract Data Requirement List c.) Government Furnished Equipment d.) Quality Assurance Surveillance Plan IMPORTANT DATES: RFI submissions are due no later than 30 December 2021 8:00 am CST. � ASSUMPTIONS: Please provide a list of assumptions, if any, which were considered in formulating the response. CONTRACTOR RESPONSE FORMAT: NRL is requesting all interested parties, at a minimum, provide the required content: a) Name of Company and Point of Contact b) Indicate if you are Seaport-e MAC Holder c) Telephone Number, Fax Number, Address and e-mail address of Point of Contact d) Business Size and number of employees with proposed PSC and NAICS codes e) Capabilities statement and relevant experience in the task areas listed in the PWS f) Please specify if subcontracting possibilities exist or if all tasks can be performed in-house. g) DUNS and CAGE Code numbers. PAST PERFORMANCE INFORMATION: Please provide in the response a list of Navy, DoD, and Federal contracts and orders supported during the past 36 months with a brief description of the supply or service provided per each contract or order. Only list contracts or orders for services similar to that required under the attached PWS. SUBMISSION OF INFORMATION: All information and data received in response to this RFI, if marked or designated as corporate or proprietary information, will be protected and handled as such. Interested parties are responsible for adequately marking proprietary or competition-sensitive information contained in their response. Responses must be Microsoft Word for Office compatible format are due no later than 30 December 2021, 8:00 am CST. Responses shall be submitted via e-mail only to Erica Turner at erica.turner@nrlssc.navy.mil. Any response received after this date will also be considered, but may not be included in initial reporting or assessments. Oral communications are not acceptable in response to this notice. Proprietary information, if any, MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned.� Information received in response to this RFI shall be safeguarded adequately from unauthorized disclosure in accordance with FAR 15.207. Please include the title �RFI N00173-20-EN02� in the subject line of any e-mailed response. QUESTIONS: Questions regarding this announcement shall be submitted in writing by e-mail to the Contract Specialist and Contracting Officer, email address.
