- THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A REQUEST FOR INFORMATION ONLY. This Request for Information (RFI) is intended for information and planning purposes only at this time; and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs. Because this is a Request for Information announcement, no evaluation letters and/or results will be issued to the respondents. No solicitation exists. Therefore, do not request a copy of a solicitation. The Buter VA Healthcare System s Community Living Center (CLC) located at 325 New Castle Road, Butler PA, has a need for hospital beds for long-term care in-patient units. Description of work: Vendor shall provide the following: STATEMENT OF WORK COMMUNITY LIVING CENTER HOSPITAL BEDS GENERAL INFORMATION Scope of Work: The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW), except as may otherwise be specified. The Butler VA Healthcare System s Community Living Center (CLC) located at 325 New Castle Road, Butler PA, has a need for hospital beds for long-term care in-patient units. Background: Replacement beds are needed for the Community Living Center Village of Valor (VOV) and Halls of Honor (HOH) Long-Term Care Units. B. GENERAL REQUIREMENTS The contractor shall provide all labor, equipment, tools, materials, supervision, documentation, services, and other items necessary to deliver, assemble, and provide training on hospital beds for Butler VA Healthcare Systems CLC in-patient units. Long-Term Care - Standard Hospital Beds: The facility requires the following quantity of Long-Term Care Standard hospital beds VOV HOH Total Regular Use 30 30 60 Back-Up 4 4 8 68 The Long-Term Care Standard Beds Shall meet the following specifications/features at a minimum: Nurse Call System Integration Must have wireless capability to connect automatically and wirelessly and be compatible with the Butler VA Healthcare Systems TYCO/Ezcare Nurse call bell system. Must have a built-in nurse call button on the bed rails that can initiate two-way audio communication between the bed and the nurse call central station. Bed exit alarm must be able to send an audible alert to the nurse call central station without alarming in the patient room. Mattress Mattress surface must be composed primarily of gel structures that help redistribute pressure by buckling and absorbing the patient s weight. Mattress surface must be designed to help prevent all stages of pressure injuries by addressing key risk factors of skin breakdown: pressure, shear, and moisture. Mattress structure must have a structure that promotes airflow up through the mattress directly beneath the patient. Mattress surface must be able to operate with or without a pump, but when pump is attached, the surface converts to low air loss automatically. Mattress must have HeelGelTM technology. Mattress must be able to provide low air loss directly to a patients most vulnerable area for skin breakdown. Bed Frame features Must have auxiliary power outlets built into the frame. Must be able to expand bed length 12 through integrated bed extender. Must have ability to support a single post trapeze. Must have a three-sided electric brake and a manual brake. Must have battery back-up. Must have an integrated foley hook. Must have integrated restraint hooks. Must have an automatic under-bed light. Must have an integrated pump holder. Must have a Smart Prompts and Safety Dashboard. Must have Motion Interrupt. Must have wireless capability. Must have a pendant port. Must have advanced foot end controls that are located at the top of the footboard. Bed Rail features Must contain a cable free, wireless nurse call solution. Must contain speakers that allow audio input from a patient s television. Must have 3-position siderails. Must have a patient belongings holder. Must have a USB port and dual phone holders. Must have advanced siderail controls to include caregiver presets. Clinical features Must have CPR mode functionality. Must have an integrated patient scale. Must have a bed exit feature that can be enabled/disabled. Must have an Adaptive Bed Alarm to sense a patient s weight and alert nurses if a patient is out of position or has left the bed. Must have iBed Watch to visually alert user if siderails, height, or head of bed are not in compliance. Egress Bed rails must have ability to remove the lower rails. Bed rails must move/collapse to allow for easy bedside egress. Electronic Specifications Agency approvals: UL approved to IEC 60601 Volts: 110-120VAC Ampere rating: 8A Current leakage: Not more than 330 A (microamps) Frequency 60 Hz Hospital grade plug: 120VAC, 60 Hz, 8A ASSEMBLY/INSTALLATION- The Contractor shall provide a system Installation Plan (IP) and sample schedule to the Contracting Officer with proposal. The CO shall approve the IP and return the contractor. The Installation Plan shall include estimated timeline of start and completion of the bed roll out process. Perform staging and testing of all beds. Assist in the delivery of beds to all patient rooms. Removal and disposal of all packaging waste and materials. Removal and disposal of patient beds being replaced. TEST AND ACCEPTANCE: Contractor shall test all equipment after assembly. WARRANTY/SERVICE CONTRACT: All equipment and materials shall come with a standard one-year warranty. Warranty shall begin after installation of equipment and completion of tests. C. CONTRACTOR RESPONSIBILITIES: The contractor shall be responsible for the following: Contractor shall provide qualified personnel to assemble and roll out beds. Contractor is responsible for onsite training of clinical end users, as well as Biomedical Engineering technical staff. Training times shall be coordinated with COR and must cover all in-patient nursing shifts. Contractor is responsible for ensuring the proper disposal of all waste generated from bed assembly activities. Contractor is responsible for securing all materials, equipment, and tools while on government property or in government facility. Government is not liable for any lost or stolen items that are not properly secured. D. GOVERNMENT RESPONSIBILITIES: The Government shall provide the following: Provide site access and escorts through hospital units as needed. Provide adequate space for bed delivery and assembly. Contractor must check into the police station for a visitor pass before entering facility. E. OTHER CONSIDERATIONS: CONTRACTING OFFICER REPRESENTATIVE (COR): The Contracting Officer Representative shall be the technical point of contact for all work-related requirements. The COR does not have authorization to change, alter, or remove any requirements stated in the performance work statement. The Contracting Officer is the only government authorized person to change the performance work statement or any resultant contract. PLACE OF PERFORMANCE: Installation of the equipment will occur at the Butler VA Healthcare System s Community Living Center (CLC) located at 325 New Castle Road, Butler PA. WORK HOURS: Standard Operational Hours are 0800-1630, Monday-Friday DELIVERY: All deliveries shall be coordinate with the COR before arrival. Failure to coordinate delivery will be grounds to refuse delivery. Beds are to be delivered to Butler VA Healthcare System s Community Living Center (CLC) located at 325 New Castle Road, Butler PA, 16001. The information identified above is intended to be descriptive, not restrictive and to indicate the quality of the supplies/services that will be satisfactory. It is the responsibility of the interested source to demonstrate to the government that the interested parties can provide the supplies/services that fulfill the required specifications mentioned above. Responses to this RFI should include company name, address, point of contact, phone number, and point of contact e-mail, DUNS Number, Cage Code, size of business pursuant to North American Industrial Classification System (NAICS) 339112 (size standard of 1000 employees). Please answer the following questions: Please indicate the size status and representations of your business, such as but not limited to: Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hubzone, Woman Owned Small Business (WOSB), Large Business, etc.)? Is your company considered small under the NAICS code identified under this RFI? Is the product you are providing information about manufactured in the United States? If not, please provide the country where the unit is manufactured. If you are a large business, do you have any designated distributors? If so, please provide their company name, telephone, point of Contact and size status (if available). If you re a small business and you are an authorized distributor/reseller for the items identified above do you alter; assemble; modify; the items requested in any way? If you do, state how and what is altered; assembled; modified? If you intend to subcontract any work on this contract, what portion of the total cost will be self-performed/will be performed by your organization? Please provide estimated detailed percentage breakdowns related to subcontracted work and completion of job. Does your company have an FSS contract with GSA or the NAC or are you a contract holder with any other federal contract? If so, please provide the contract number. If you are an FSS GSA/NAC contract holder or other federal contract holder, are the items/solution you are providing information for available on your schedule/contract? General pricing of your products/solution is encouraged. Pricing will be used for the purpose of market research only. It will not be used to evaluate for any type of award. Please submit your capabilities regarding the salient characteristics detailed above to establish capabilities for planning purposes. Please review salient characteristics/statement of work (if applicable) and provide feedback or suggestions. If none, please reply as N/A. Please provide your DUNS number. This RFI will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 13. Telephone responses will not be accepted. Responses must be received via e-mail to debra.willard@va.gov no later than, 1:00 PM Eastern Standard Time (EST) on December 30, 2021. This notice will help the VA in determining available potential sources only. Do not contact VA Medical Center staff regarding this requirement, as they are not authorized to discuss this matter related to this procurement action. All questions will be addressed by the Contracting Officer, Debra Willard. All firms responding to this Request for Information are advised that their response is not a request for proposal, therefore will not be considered for a contract award. If a solicitation is issued, information will be posted on the Contract Opportunities website for all qualified interested parties at a later date and interested parties must respond to the solicitation to be considered for award. This notice does not commit the government to contract for any supplies or services. The government will not pay for any information or administrative cost incurred in response to this Request for Information.
