- Notice of Intent to Sole Source In accordance with Federal Acquisition Regulation 13.106-1(b)(1), the US Environmental Protection Agency intends to award a sole source fixed-priced Purchase Order. THIS IS NOT A SOLICITATION OR REQUEST FOR QUOTE (RFQ) DO NOT SUBMIT A QUOTE The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), Center for Computational Toxicology & Exposure, Great Lakes Toxicology & Ecology Division, located at 6201Congdon Blvd., Duluth, MN 55804 has a requirement for: �Five (5) each CORALL Prep Kit (163.38) �Eight (8) each PRC Add-on Kit for Illumina (020.96) Lexogen, Inc., 51 Autumn Pond Park, Greenland, NH, 03840 is the sole source of these kits in the United States. Lexogen is the only company that supplies kits that do not fragment RNA thru proprietary technology. RNA fragmentation produces artifacts and reduces sensitivity, requiring greater replication and thus cost. These kits reduce hands-on time (16 hours vs. 6 hours) and seamless continuation of on-going work. Switching from the Lexogen kits would increase cost, time associated with the daily hands-on work, require significant validation, and comparisons. The North American Industrial Classification System (NAICS) code for this effort is 325414 and the business size standard of 1,250 employees. This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. THIS IS NOT A SOLICITATION OR REQUEST FOR QUOTE (RFQ) DO NOT SUMMIT A QUOTE NOTE: If you are an authorized distributor or equipment service/maintenance management provider; provide documentation confirming authorization and certified capability from the manufacturer to perform service/maintenance/repair on the components identified in this notice. Responses to this notice without this confirmation from the manufacturer will not be considered as valid. A determination by the Government not to compete this requirement based on responses to this notice is solely within discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct competitive procurement. All current and potential contractors shall use FedConnect which is available at https://www.fedconnect.net/FedConnect/default.htm. There is no charge to use FedConnect. FedConnect is hosted by Compusearch, all related questions from vendors/contractors will be answered by Compusearch. If having issues with FedConnect or not registered in FedConnect at this time an exception is extended, and alternate responses may be received by e-mail: daggs.pam@epa.gov. Any interested party that believes it can meet this requirement described herein may identify themselves and must provide evidence of their capability to fulfill this requirement being requested by 09:00 AM ED on December 17, 2021.
