Description

THIS REQUIREMENT IS ADVERTISED AS SOLE SOURCE.� THE NOTICE IS PUBLISHED FOR INFORMATION PURPOSES ONLY AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.� This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements."" A determination by the Government not to compete this effort is solely within the discretion of the Government. INTRODUCTION The Naval Air Warfare Center - Aircraft Division (NAWC-AD) at Patuxent River, MD announces its intention to procure, on a sole-source IDIQ basis, Safran Airborne Instrumentation Modular Data Recorder (MDR) system hardware and associated repair services in support of the Naval Air Systems Command (NAVAIR) Special Flight Test Instrumentation Pool (SFTIP) under the Prototyping, Instrumentation & Experimentation (PIE) division.� This announcement constitutes the only solicitation and a written solicitation will not be issued.� The Government will consider other bids.� ELIGIBILITY The PSC for this requirement is 6010; the NAICS is 334511 with a size standard of 1,250 employees. All interested businesses are encouraged to respond.� Specifically, the Government is evaluating the possibility of establishing this requirement as a competitive procurement.� ANTICIPATED PERIOD OF PERFORMANCE The anticipated ordering period for this requirement is of 6 May 2022 - 6 May 2024 (2 yrs.). ANTICIPATED CONTRACT TYPE The anticipated contract type is an Indefinite Delivery, Indefinite Quantity (IDIQ) with Fixed Priced Delivery Orders. The Safran equipment shall be utilized on-site at Naval Air Station Patuxent River, MD V22 Flight Test Program. Many Navy aircraft programs have instrumentation systems that utilize Safran Data Systems (SDS) Modular Data Recorder (MDR) units. These MDR units are fully integrated SDS MDRs, the design of which is proprietary to SDS. Because SDS' products have gone through the significant environmental testing required for each program as well as flight readiness reviews prior to installation, utilizing any other type of MDR recorders would require the Navy to duplicate these efforts with regard to aircraft data system modifications in building, installing, testing, and qualifying a completely new data recording system.
