- THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTES. THIS IS A SOURCES SOUGHT NOTICE ONLY. The Department of Interior, Bureau of Reclamation, Columbia-Pacific Northwest Region has a need for debris removal for the Hungry Horse Field Office (Reservoir). The debris removal is to facilitate the removal of floating debris which principally consists of logs, snags, and slash from upriver logging, uprooted trees and brush from riverbank undercutting and miscellaneous floating debris and garbage. Contractor will be responsible for debris removal from the log boom to the face of the Dam, including both left and right shoreline to log boom. Debris from collection facility (Hungry Horse Reservoir) is to be removed and hauled to a designated site. This contract is for the collection and disposal of debris. Reclamation cannot provide personnel or equipment to complete the requirement. Therefore, the awarded contractor(s) shall provide all management, supervision, labor, supplies, and equipment. The contractor(s) personnel shall have expertise, qualifications, and experience in accordance with sound, safe, and efficient management practices which conform to the performance work statement. Pursuant to Part 12 and Part 13 of the Federal Acquisition Regulations (FAR), Reclamation intends to issue a written Request for Quotation (RFQ) on or about 13 December 2021. The solicitation will be issued using North American Industry Classification System (NAICS) code 562119, Other Waste Collection, with a Small Business Size Standard of $41.5 million. This notice is to assist the Contracting Officer in determining the appropriate socio-economic (if any) set aside. Reclamation intends to award one (1) firm-fixed price purchase order. The initial period of performance (base year) is one (1) year, with four (4), one-year option periods. Option periods shall be exercised at Reclamation�s discretion. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. A solicitation will be issued at a later date. Interested persons may identify their interest and e-mail a capability statement and relevant history, along with a DUNS number, to Contract Specialist Paula Gross (pgross@usbr.gov). Responses must be received by 8 December 2021 at 1400 PDT to be considered by Reclamation. A determination by Reclamation not to compete this proposed acquisition, based upon responses to this notice, is solely within the discretion of Reclamation. Information received will be considered solely for the purpose of market research and will not be returned. This sources sought notice shall not be construed as a commitment by Reclamation nor will Reclamation pay for any information provided. This opportunity will be posted on SAM.gov. Any contractor interested in doing business with the Federal Government must be registered and active in the System for Award Management (SAM) database prior to submission of a quote.
