Description
The 2d Theater Signal Brigade (2d TSB) is responsible to provide commercial telecommunication services for U.S. Army Garrison installation tenants throughout the European Theater. As a result the decision was made to assess true Army requirements for circuits and work to reduce the number of circuits through deactivation, consolidation, or upgrading circuits to gain efficiencies and reduce costs. Currently 2d TSB manages just under a thousand circuits, with a mix of voice gateway, other voice, and data circuits. The majority of the circuits are located in Germany, but circuit requirements exist in Italy, Belgium, Netherlands, and other European countries with U.S. Army presence. The U.S. government is seeking potential contractors to provide telecommunication services to the U.S. Army in the following locations: Germany Italy Belgium Netherlands UK Romania Poland Contingency sites throughout Eastern Europe The U.S. Army wishes to award a contract that will provide a single source for circuit acquisition and management throughout the 2d Theater Signal Brigades area of responsibility. Vendor shall be able to provide telecommunications and internet services, upgrades, a web based account management portal, invoice management, centralized billing, circuit identification and management, circuit transition management/oversight, Europe-wide circuit activation/deactivation, short notice circuit activation in times of crisis or national emergency (urgent requirement), circuit usage statistics, and a published flat rate cost catalog for services. The purpose of this RFI is to conduct market research. Information obtained through this RFI will be used to determine appropriate strategies to meet the Agencys requirements. The Government requests that prospective Contractors review the Performance Work Statement (PWS) and respond to the questionnaire. This RFI is issued solely for information and planning purposes and does not constitute a RFP or a commitment for an RFP in the future. This RFI does not commit the Government to contract for any supply or service. Responders are advised that the United States Government will not pay for any information or administrative cost incurred in response to this announcement. Email reponses to Warren Stropes (warren.l.stropes.civ@army.mil) or Qwanda Grinter (qwanda.n.grinter.civ@army.mil).
