- NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT This is a notice of intent to negotiate a sole-source contract pursuant to the authority of 41 U.S.C. 253(c)(1), only one responsible source, which applies when the supplies/services required by the agency are only available from one responsible source and no other type of supplies or services will satisfy agency requirements.� The Government intends to negotiate a contract with Black Swift Technologies, LLC, for the National Oceanic and Atmospheric Administration (NOAA), Atlantic Oceanographic Meteorological Laboratory (AOML) for two small uncrewed aircraft systems (sUAS), along with necessary ground station hardware to operate the platforms. These sUAS will allow NOAA to collect critical atmospheric data within the Tropical Cyclone boundary layer as the storms make landfall. The sUAS to be used for NOAA hurricane operations must be expendable, easily deployable, low cost, lightweight, and capable of sampling and surviving strong and turbulent winds associated with mature hurricanes.� The small size and rapid-deployment ground catapult launch system of Black Swift Technologies� sUAS make the S0 a uniquely qualified platform to meet mission critical objectives associated with NOAA�s Tropical Cyclone (TC) reconnaissance landfall operations.� The sUAS utilized for these missions also must be able to accurately capture the three-dimensional wind field of the offshore TC environment.� The S0�s integrated payload will include a miniaturized and highly-specialized multi-hole turbulence probe (MHTP) to meet this critical need.� Black Swift Technologies is the industry leader in designing and manufacturing very small MHTPs and has designed a specific unit for the S0 sUAS. �������������������������������������������������������������������������������������������������������������� Responses to this notice must be provided within fifteen (5) calendar days from the date of this notice.� Vendors who believe they can meet this requirement are required to submit in writing an affirmative response demonstrating a comprehensive understanding of the requirement.� All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the requirement.� The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirement.� Failure to submit such documentation will result in the Government proceeding as previously stated.� A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.� Affirmative written responses must be received no later than 4:00 P.M. local time, December 01, 2021.� The responses must be submitted via e-mail to Elizabeth Perez, Contract Officer, at Elizabeth.Perez@noaa.gov.
