- Description
- The Army Contracting Command-New Jersey (ACC-NJ) intends to negotiate on a non-competitive basis with CACI, Inc-FEDERAL Chantilly, VA to modify the existing contract for the Integrated Personnel and Pay System Army (IPPS-A) Increment II (Inc. II) system. Specifically, the modification will increase the Period of Performance (PoP) for Release 3 Minimum Viable System (MVS) in order to complete development and testing. The extension will extend the current Period of Performance from 31 December 2021 through September 2022. The modification will allow the continuation of IPPS-A Increment II, Release 3 development and test activities, which are critical for the Armys deployment of a total force Human Resource system. The North American Industrial Classification System (NAICS) code is 541512. The PSC code is DA01. The Government intends to procure the above under the authority of 10 USC 2304(c)(1), FAR 6.302-1(a)(2)(iii). Services may be deemed to be available only from the original source for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition; and unacceptable delays would be experienced in fulfilling the Armys requirements. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses are due no later than 05:00 PM EST on Thursday, 9 December 2021. All submissions must be in writing or via email. Submissions and/or responses shall be delivered to: Alan McCarty Contracting Officer Alan.mccarty.civ@mail.mil and alan.mccarty.civ@army.mil (609) 562-1305 Ariel Bedaro Contract Specialist Ariel.c.bedaro.civ@mail.mi and ariel.bedaro.civ@army.mil (609) 562-2697
