- SOURCES SOUGHT NOTICE POLICE SERVICE / CONTRACT GUARD AUGMENTATION GENERAL The following is a Sources Sought/Request for Information (RFI) Notice for market research purposes to identify capable firms and obtain information for planning purposes only. This posted notice is not a Pre-Solicitation or Solicitation document. The government is not currently soliciting bids, quotes, or proposals at this time, however, reserves the right to do so at a later date. The Corporal Michael J. Crescenz (Philadelphia) Veterans Affairs Medical Center (CMCVAMC) located at 3900 Woodland Avenue, Philadelphia, PA 19104 has potential requirement to contract Unarmed Guard Services to augment the VA s Federal Police Force. In accordance with the Vets First Verification Program, Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB), who are interested in this procurement and consider themselves to have the resources and capabilities necessary to provide these services shall be verified in VetBiz Registry as follows to be considered: Home · VetBiz Portal (va.gov). While SDVOSB/VOSB contractors are preferred, all capable contractors are welcome to respond to this Sources Sought Notice for market research purposes. All respondents shall include as part of their response a brief capability statement that covers the information in the following tentative Statement of Work (SOW) as well as answers to the three (3) questions below. All interested parties must also have an active registration in the System for Award Management (SAM) Database and shall include proof of small business status via their Representations and Certifications in accordance with FAR 4.1102 Policy. To register, please visit www.sam.gov. The results of this market research will assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., socioeconomic set aside, full and open competition, etc.). VA assumes no responsibility for any costs incurred associated with the preparation of responses. Suggested NAICS: 561612 (Security Guards and Patrol Services) Suggested PSC: R430 (Support-Professional: Physical Security and Badging) Open to suggestions from the market as to a more proper NAICS and/or PSC as well as any potential GSA/FSS Schedule SIN categories. Also open to suggestions/changes to the SOW below. In additional to the information requested above, please provide answers to the following 3 questions as part of your response to this Sources Sought: 1. Identify any other companies owned (wholly or in part) by the owners of this business who provide goods or services under the same or a related NAICS codes. 2. Identify any other companies owned (wholly in in part) by the owners of this business who provide goods or services that are registered under the same or a related NAICS code with the Center for Veterans Enterprise (CVE). Provide the certification type (SDVOSB/VOSB), Federal Identification Number, and state of incorporation for each. 3. Do you plan on responding to a solicitation for this requirement with a Joint Venture utilizing multiple owned companies as a majority or non-majority owner? Yes ____ No ____ If yes, please identify which companies are considering a Joint Venture and the ownership of each company. TENTATIVE STATEMENT OF WORK BACKGROUND The CMCVAMC currently employs the Federal Police Office to provide security and law enforcement services for the Philadelphia VA Medical Center and its associated CBOCs. Unarmed guards are needed to assist the VA Federal Police to accomplish federally mandated tasks such as monitoring entrance and exit control points of the VA facility as well as verifying the identification of Veterans and employees. The CMCVAMC is looking to utilize a contracted guard service to augment the current VA Federal Police. SCOPE OF WORK The contractor shall provide Unarmed Guard Personnel who shall meet criteria and requirements outlined in this Statement of Work (SOW). The contractor shall furnish all personnel, equipment, supplies, uniforms, training, transportation, materials, supervision, and non-personal services necessary to provide Unarmed Guard Security Services. The contractor shall not be responsible for those items or services specified as Government Furnished services and property within this SOW. Work that the contractor s guard service is expected to complete entails verifying parking placards and proper identification of Veterans and employees at the different entry gate locations: Main Gate (Main Entrance at 300 S. University Ave.); North Gate (Woodland Ave. & Baltimore Ave.); South Gate (South Entrance at S. University Ave. and Civic Center Blvd); Building #3 Outpatient Patient Treatment Clinic (3900 Woodland Ave.). ****Special Note**** This is an unarmed duty assignment. Weapons are not authorized on Federal property except by VA Police Officers assigned to the station and local law enforcement on official duty (i.e., responding because of an emergency and/or 911 dispatch call). Reference: Title 38 CFR 1.218 (a) Authority and Rules. Title 38 CFR 1.218 (b) Schedule of Offenses Sections 37 & 38. Title 38 CFR 1.218 (c) Enforcement Procedures. CONTRACTOR RESPONSIBILITIES Develop, manage, and provide a bi-weekly duty schedule for the contactor s guards assigned based on the CMCVAMC s hours of operation. The contractor shall provide a copy of the work schedule to the VA Police Operations to include all changes and updates. The contractor will provide the Contracting Officers Representative (COR) the names, phone numbers, and work hours of contractor s personnel assigned to the Medical Center. For any duty changes due to vacation, sickness, and/or re-assignment the contractor shall notify the VA Police Watch Commander. The contractor s assigned guard must report at least 15 minutes prior to the start of their assigned shift to sign out a Police radio. The contractor must be able to replace a security guard within a two-hour period upon notification from the VA Watch Commander that the security guard cannot perform his or her schedule tour of duty. The Contracting Officer, upon written notification from the COR, may require the contractor to remove and replace any employee which the COR has reason to believe is not performing their duties in a professional, courteous, and competent manner. Provide a statement(s) or document(s) of training verifying the guard has completed company-level training, such as First Aid and CPR. Share all incident communication and any contract deviation information with the COR and the VA Police Management. Provide all required equipment for the contractor s guard to operate on the facility. Guards shall be equipped with a belt (so that a radio can be clipped to it), flashlight, reflective vest, and contracted company-issued inclement weather gear. Contractor candidate screening mandate: Guard must wear a clean, pressed, and professional company uniform. Guard must be well groomed, personable, and courteous. Guard must be able to stand and walk for long periods of time during their assigned duty hours. Guard must have reliable transportation to report for duty on time on all assigned duty days. Guard must provide their own sustenance in way of food during the duty hours. When incoming traffic is light, the guard is authorized to eat inside of the guard shack; however, when required the guard must be available to step out when traffic approaches. Guards will not be able to leave their post for personal reasons unless relieved by another security guard or VA police officer. Guard must have at least two years successful security guard experience demonstrating an ability to meet and deal with the public and the ability to maintain control under stress. Any military experience may be credited toward this experience. Security guard supervisor shall have at least three years of successful supervisory security guard experience, either commercial or industrial guard service. All assigned personnel must be a minimum of twenty-one (21) years of age. Contractor must verify that the applicant has never been convicted of a felony or misdemeanor involving drugs. GOVERNMENT RESPONSIBILITIES Provide on-site accommodations in way of sentry stations at the access gate locations. Provide specific on-site training, direction, and procedural information for manning of the access gates. Provide written guard post instructions which will be posted in all guard shacks at the access gates. Provide a VA Police radio to communicate with the VA Police Watch Commander. The radio will be signed out and signed in each day. GUARD POST REQUIREMENTS Main Entrance Alpha Gate : Open 24 hours daily and is the main entrance and exit access of the medical center. Traffic consists of visitors, patients, patient transport services, public taxi services, and all emergency services vehicles. Requirements: Security Guard 24 hours a day, 5 days a week, except weekends and Federal holidays. Work hours: 24 hours daily, 120 hours weekly, and 480 hours monthly. North Entrance Bravo Gate : Woodland Ave Entrance will be open from 6:00 am to 6:00 pm daily Monday thru Friday, closed weekends, and Federal holidays. This is an entrance and exit point to the facility for employees, Building 3 handicapped patients and deliveries to the loading docks. Requirements: Security Guards (2) 12 hours a day, 5 days a week, except weekends and Federal holidays. (3) Work hours: 6:00am to 6:00pm, 12 hours daily, 60 hours weekly, and 240 hours monthly. South Entrance Charlie Gate : University Ave will be open 6:00 am to 6:00 pm daily Monday thru Friday, closed weekends, and Federal holidays. This is an entrance and exit point to the facility employees and Building 3 handicapped patients. Requirements: Security Guards. 12 hours a day, 5 days a week, except weekends and Federal holidays. Work hours: 6:00am to 6:00pm, 12 hours daily, 60 hours weekly, and 240 hours monthly. Building 3, Outpatient Patient Treatment (OPT) Clinic: Bldg. #3, 3900 Woodland Ave Philadelphia PA 19104. This is a security guard post located in Bldg. # 3 lobby and monitors patient activity at the OPT. (1) Security Guards. (2) 8 hours a day, 5 days a week, except weekends and Federal Holidays. (3) Work hours: 6:00am to 2:00pm, 8 hours daily, 40 hours Weekly, and 160 hours Monthly. Limitations of Man-Hours to be provided by Individual Employees: No employee of the contractor shall provide more than twelve (12) hours of service in any twenty-four (24) hour period unless the work periods are separated by an eight (8) hour non-duty period ( Service included VA contract work and any other employment). This limitation may be temporarily adjusted by the COR or Watch Commander verbally in emergency situations which are beyond the control of the contractor. (i.e., weather conditions that prevent the next shift from getting to the building, civil disturbances, bombings, etc.). A formal written confirmation letter of waiver shall be submitted for each incident to the Contracting Officer and contractor. Required Services Outside of the Hours of Coverage: If additional services are required outside of the specified hours of coverage, the contractor must receive prior written approval from the CO via contract modification. Any additional services performed by the contractor without this authorization will be performed at no additional cost to the Government. If an emergency should arise, a verbal approval can be obtained from the COR or Watch Commander. However, the COR/Watch Commander must submit a written proposal for such additional emergency services to the CO and contractor within forty-eight (48) hours of commencement of the emergency service. The Contractor is not required to provide services on the following holidays, nor will the contractor be paid for these holidays. The following are the holidays observed by the Federal Government: New Year s Day January 1 Martin Luther King s Birthday Third Monday in January President s Day Third Monday in February Memorial Day Last Monday in May Juneteenth June 19 Independence Day July 4 Labor Day First Monday in September Columbus Day Second Monday in October Veterans Day November 11 Thanksgiving Day 4th Thursday in November Christmas Day December 25 GUARD SERVICE ASSIGNMENTS Entrance/Exit Post: In a professional manner, request identification when no VA parking placard is visible in the approaching vehicle. In a professional manner, request identification when a pedestrian seeks entrance into the medical center. If suspicious circumstances exist, notify the VA Police by using the police radio. Report law and order non-compliance issues within the area of assignment to the VA Police. Unauthorized Access: If unauthorized access is discovered, detain the person(s) attempting to gain unauthorized access to the property and contact VA police immediately. Report any Hazardous conditions or items in need of repair in accordance with the Standard Operating Procedures including inoperative lights, slippery surfaces, etc. Report all emergency situations to the VA Watch Commander in the Police Headquarters/Operations Room and/or VA Police Officers using the police radio or personal cell phone to report and summon assistance. Stop and question any person leaving the facility carrying boxes, packages, or temporary disposable containers when reasonable suspicion exists, to prevent unauthorized removal of government property. Observe and professionally ask questions to suspicious persons to determine the nature of their business and to provide appropriate directions or control. Report and document employee misconduct to the VA Police Watch Commander in order for the employee s supervisor to take corrective action if warranted, utilizing VA Policies and procedures. Exhibit a helpful, friendly, and constructive attitude in his/her relationship with patients, employees, and the general public in order to maintain proper public relations, utilizing skill in oral communications. Seek voluntary compliance by visitors, employees and patients with VA Regulations and Federal Laws, using interpersonal skills. PERFORMANCE MONITORING The Project Manager will monitor the Security Guard s performance and workspace. The Contractor shall only be allowed the necessary access to perform work at the designated locations where work will be performed. Access to other locations throughout the VA hospital is prohibited and will not be authorized under this contract. IT security requirements for certification and accreditation are not required to perform work under this contract. PLACE OF PERFORMANCE Corporal Michael J.
