- PRESOLICITATION NOTICE 68HERC21R0171 The United States Environmental Protection Agency (EPA) Real Property Services Division (RPSD), requires strategic planning, comprehensive space analysis and design, and project management services for its Headquarters and nationwide facilities. EPA's space is constantly upgraded and altered, the organizational structure of EPA continues to evolve, and its programs expand and contract, to continuously meet their mission requirements. President Obama's June 10, 2010 memorandum, ""Disposing of Unneeded Federal Real Estate,"" directed federal agencies to achieve cost savings by reducing operating costs, generating income through disposal of assets, and more efficiently using existing real property through consolidation of space. To manage its space and rental obligations and to assist with the directive to reduce space, EPA requires contractor support services to perform space planning, analysis, design services and project management support. Nationwide, EPA occupies approximately 10 million square feet of space in approximately 170 facilities comprised of office buildings, laboratories, and storage facilities. EPA is headquartered in Washington, D.C. and has ten Regional Headquarters offices. The work required includes the following tasks: * Strategic Planning and Comprehensive Space Analysis * Space Planning and Furniture Design * Project Management * Headquarters Facilities Design and Management Services. See attached draft PWS for a full description of the requirement. The EPA intends to set aside the requirement 100% for small businesses. It is anticipated that the contract will be an indefinite delivery/indefinite quantity (ID/IQ) multiple award contract with firm fixed price and time and materials or cost plus fixed fee task orders with an ordering period of 5 years as a result of the solicitation with a maximum ceiling of $23,000,000.00 The EPA intends to award up to four (4) contracts. The applicable NAICS code is 541611 with a size standard of $16.5 million in average annual receipts. As a reminder, small businesses are required to perform at least 50 percent of the costs of the contract performance with their own personnel (See FAR 52.219 14) under a procurement set aside for small businesses. Additionally, interested parties are reminded that they must have an adequate cost accounting system or ability to implement an adequate cost accounting system required for a cost-type contract in order to receive an award if cost plus fixed fee task orders are part of the award. The solicitation is expected to be issued on or after December 18, 2021, and proposals will be requested 30 days after issuance of the solicitation. The solicitation will be issued under full and open competition procedures as a small business set-aside. A draft copy of the Performance Work Statement will be included as an attachment to the pre-solicitation notice and is subject to revisions. The final Performance Work Statement, released with the solicitation, could differ from this attached draft version.
