- Description
- The Air Force Test Center (AFTC), Contracting Directorate, located at 205 West D Avenue, Suite 414, Eglin Air Force Base, FL, 32542, intends to enter into a new sole source Indefinite Delivery Indefinite Quantity (ID/IQ) contract under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements (10 U.S.C. 2304(c)(1)), with Textron Systems Corporation (TSC), located at 124 Industry Lane, Hunt Valley, Maryland 21030.� This is a non-personnel services/supply hybrid to provide sustainment, technical support, and acquisition services for the 350 SWW.� The purpose of this contract is to provide SES in support of the Mission Data (MD) Hardware-in-the-Loop (HITL) test facilities for the 350 SWW.� The HITL test facilities are primarily located at, but not limited to, Eglin AFB, FL.� The Contractor shall provide all management, personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personnel services necessary to perform sustainment and technical support services of the Textron Advanced Architecture Phase Amplitude and Time Simulators (A2PATS) and Textron line of simulators as defined in this PWS except for those items specified as Government furnished property and services.� The Contractor shall perform to the standards in this contract.� This includes the planning, coordination, and surveillance of the activities necessary to ensure disciplined work performance and timely resources application to accomplish all tasking under the contract.� The Contractor shall be responsible for maintaining communication with the Procuring Contracting Officer (PCO) and the Contracting Officer Representative (COR), and to immediately notify both the CO and the COR of any problems that would prevent timely performance of this contract.� The Contractor shall be responsible for and required to implement and maintain management control systems necessary to plan, organize, direct, and control all activities under this contract.� Additionally, this contract shall cover currently owned simulators as well as modifications/growth capabilities and acquisitions of simulators to support future requirements.� The contractor may be required to furnish materials and/or equipment for successful completion of individual taskings.� The contractor shall be able to obtain and provide spare parts, upgrades, repair parts, on-site and telephone technical engineering support, and additional components for all test simulator equipment. An IDIQ contract is anticipated, which may utilize fixed-price and cost-reimbursement contract types.� It is estimated that the total base contract period of performance will be for ten (10) years from time of award.� The Government intends to solicit and negotiate for services with only one source under the authority of FAR 6.302-1.� In accordance with FAR 5.203(a), interested persons may identify their interest and capability to respond to the requirement within the response date specified above in order to be considered by the Government.� A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� The North American Industry Classification System (NAICS) code for this action is 541330�� Engineering Services�with a size standard of $41.5M. All interested vendors shall submit a capabilities statement that explicitly demonstrates their capability to provide/perform the requirement stated in this notice. The capabilities statement should be brief and concise, yet clearly demonstrate an ability to meet the stated requirement. The response must not exceed 15 pages.
