Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a sole source, firm-fixed-price service contract Thermo Electron North America LLC., located at 1400 Northpoint Pkwy., Ste. 10, West Palm Beach, FL. 33407, for the urgent repair of a ThermoFisher Exactive Plus Mass Spectrometer. The FBI Laboratory Division (LD), Research and Support Unit (RSU), has a requirement for urgent repairs for a turbo pump on a Thermo Fisher Exactive Plus Mass Spectrometer (MS). Per the original equipment manufacturer (OEM), the Exactive Plus MS and any attached peripherals use a technologically advanced method to analyze chemicals and to identify unknown samples.� Thermo Fisher Scientific has proprietary rights to the design and software utilized in this instrument.� Thermo Fisher Scientific is the only company with access to performance verified component parts, spare parts, software, technical support, upgrades and engineering resources to maintain the original operating specifications for the Thermo Fisher Scientific instrument.� Thermo Fisher Scientific Field Service Engineers (FSE�s) are the only certified and factory trained engineers available to service the instrument. This notice will be distributed solely through the Official U.S. Government System for Contract Opportunities Website, SAM.gov. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition. The FBI intends to negotiate with only one source under the authority of FAR 13.106-1(b). This notice of intent is not a request for competitive quotations; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. �All capability statements or quotes shall include an OEM Authorized Reseller and Service Provider letter or certificate and submitted to the Contracting Officer, Adelle Bolton by email. �Submissions received omitting the OEM Authorization�letter or certificate will not be considered.� The email address is albolton@fbi.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responses to this intent to sole source are due to the contracting officer by 05:00 PM EST on November 22, 2021.
