- EXPRESSION OF INTEREST DRUG AND ALCOHOL TESTING SERVICES INTRODUCTION As the nation's leading center for nuclear energy research and development, Idaho National Laboratory (INL) is part of the U.S. Department of Energy's complex of national laboratories and is managed by Battelle Energy Alliance (BEA), LLC. BEA is seeking �Expressions of Interest� (EOI) from Prospective Offerors (Subcontractors) that are qualified and capable to provide a fully managed service that fulfills the Drug and Alcohol Screening at the Idaho National Laboratory (INL) which requires laboratory certification by the Substance Abuse Mental Health Services Administration (SAMHSA). PROJECT DESCRIPTION The purpose of the proposed contract is for Subcontractor to provide the ability to process specimens collected at the INL medical dispensaries and specimens ordered by the INL Occupational Medicine Program (OMP). The subcontract must be with a Substance Abuse and Mental Health Services Administration (SAMHSA) certified/approved lab to process these specimens and report results to INL OMP Medical Review Officer (MRO) and the administrator of INL drug and alcohol testing program. The contract length is anticipated to be between three and five years. The Subcontract shall have the ability of processing drug test urine or hair samples which includes chain of custody, testing, reporting, and retesting required to determine if the person providing a specimen has or has not used drugs or alcohol sought in the testing effort.� It also includes support of the analysis process and results during legal proceedings should the results become the subject of a legal matter.� Processing shall be accomplished by a SAMHSA certified analysis laboratory.� The Subcontractor shall comply with all DHHS, DOE, and DOT guidelines for Federal Workplace Drug Testing Programs in processing federal and forensic drug test urine or hair specimens collected by INL OMP medical dispensaries or remote locations. SUBMITTAL REQUIREMENTS Prospective Offerors should provide a written response to address the following: Introduction: Overview of the company including successful past performance performing similar work over the past five years. Please also include the name, phone number, and e-mail address of a representative of your company who can be contacted regarding this Expression of Interest. Local Presence: Validation that the company has drug screen collection facilities in the general Idaho Falls area, or can obtain a presence in the general Idaho Falls area for offsite drug screen collection. Personnel: Validation that the company can provide the personnel (with the requisite experience/training) to perform work at INL starting approximately March 1, 2022. Note: The formal Request for Proposal and Statement of Work will contain additional and specific submittal requirements.
