- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Proposal (RFP) under solicitation number 80JSC022R0004 to acquire crowdsourcing and related services for NASA and other government agencies.� The contractor shall use crowdsourcing methodologies including, but not limited to, challenges, prize competitions, crowd-based freelance projects, crowd-based micro-task projects, and other crowd-based methods (e.g. technology scouting) to deliver one or more of the following end products and services: technical solutions, multimedia, data science, software, engineering design, crowd program formulation, and public engagement campaigns. The provisions and clauses in the RFP are those in effect through FAC 2021-07. The NAICS Code and Size Standard are 541990 and $16.5M, respectively.� The offeror shall state in their offer their size status for this acquisition. All responsible sources may submit an offer which shall be considered by the agency. Offers must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, taxpayer identification number (TIN), offeror�s CAGE Code and DUNS number, offeror�s address and phone number, identification of any special commercial terms, and be signed by an authorized company representative.� Offerors are encouraged to use the Standard Form 1449, posted as an attachment to this notice on sam.gov. � Offerors are encouraged to refer to the document titled �80JSC022F00004 NOIS2 RFP for On-Ramping Model Contract Guide�. This is an informational guide that can be used to assist offerors in completing the Model Contract. The following clauses and provisions are incorporated; full text of the clauses and provisions may be accessed electronically at: FAR - https://www.acquisition.gov/browse/index/far���������� NFS - https://www.hq.nasa.gov/office/procurement/regs/NFS.pdf Offerors shall provide the information required by FAR 52.212-1, Instructions to Offerors-Commercial Items, (OCT 2018).� An initial review of proposals will be conducted to determine acceptability of the proposals in accordance with NFS 1815.305-70, Identification of Unacceptable Proposals. All unacceptable proposals will be eliminated from further evaluation. The remaining proposals will be evaluated against the Technical Acceptability Factor. At the completion of the evaluation against Technical Acceptability, the Government may elect to award a contract without discussions to the technically �Acceptable� responsible Offeror(s). The Government will carry out the evaluation activities and report to the Source Selection Authority (SSA), who is responsible for making the source selection decision. A qualifying Offerors is one who is determined to be a responsible source, submits a technically �Acceptable� proposal under the Technical Acceptability Factor, whose proposal conforms to the requirements of the solicitation, and provides the Contracting Officer with no reason to believe it would be likely to offer other than fair and reasonable pricing. The Government intends to make an award to each and all qualifying Offerors. All offerors shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (FEB 2021) Alternate I (OCT 2014), or complete electronic annual representations and certifications at SAM.gov with its offer. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, (OCT 2018) is applicable.� Addenda are outlined on pages 12-22 of the RFP. FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, (SEP 2021) is applicable. NASA Clause 1852.215-84, Ombudsman, is applicable.� The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html� This posting, in addition to any attached documents, will be available on www.Sam.gov. Potential offerors will be responsible for downloading their own copy of this combination synopsis/solicitation and amendments (if any).�� Prospective offerors are encouraged to notify this office of their intent to submit an offer. All contractual and technical questions must be submitted electronically via email to Marta Porter at marta.choma@nasa.gov with a courtesy copy to Colleen King colleen.king@nasa.gov not later than November 16th, 2021 at 5:00 PM Central Time.� Telephone questions will not be accepted. Responses to this combined synopsis/solicitation must be received via NASA�s EFSS Box no later than 5:00 PM Central Time on December 8th, 2021. The Government is not responsible for any failure attributable to the transmission or receipt of documents submitted using electronic means, including the missing of any established deadlines. Failure to submit a complete electronic proposal by the due date and time specified for this RFP shall result in the proposal being considered late, and shall be handled in accordance with FAR 15.208(b).
