Description
Six � (6) Month Extension to GSA MAS GS-00F-0022DA, EPA Task Order EP-G16H-01314, Dun & Bradstreet, Inc. � Notice of Intent to Sole Source: NAICS Code: 561450.� Credit Bureaus.� The US Environmental Protection Agency (EPA) has a requirement for continuation of services under the current contract, GS-35F-0166V, task order number EP-G17H-01433 as described below.� The subject task order for Business Information Systems expires on 11/29/2021.� EPA intends to negotiate and award the follow-on services to this task order in accordance with the Federal Acquisition Regulations (FAR) 8.405-6(a)(1)(C), on a sole source basis with Dun & Bradstreet, Inc., located at� 4350 N. Fairfax Drive, Suite 650, Arlington, VA 22203-1620. A bilateral modification will be done to the subject order under the MAS contract to extend services for an additional six � (6) months. During this six - (6) month extension Dun & Bradstreet, Inc. will continue to provide service for the agency in accordance with the current order. �Currently the solicitation for the follow-on requirement is being developed and will be posted on GSA�s e-Buy System. However, the task order for the follow-on services will not be awarded prior to the expiration date of EP-G16H-01314.� The services under this current task order are critical and cannot lapse. This task order provides the�agency with D&B Hoover�s Explore for 150 Users with 4,000,000 Additional Downloads plus D&B Finance Analytics (formerly �DNBi�) with Unlimited Users, a PPP Subscription Plan with Monitoring�and Training included. Dun & Bradstreet, Inc. is best suited for continuing to provide services and support for the six � (6) month extension as the schedule holder possesses the necessary infrastructure, personnel, and supplies already in place, fully functioning, and doing so will guarantee continuity of services for the agency. This is a short-term extension to the subject contract to ensure that the agency has continued Business Information System services. Dun & Bradstreet, Inc. has adequately supported EPA since being awarded the contract in 2016.� Considering the short period of performance contemplated within this extension, Dun & Bradstreet, Inc. the Government asserts,�that no other contractor could transition this workload from Dun & Bradstreet, Inc. and efficiently continue performance without potential reduced services, increased costs, and unnecessary risks to the Government.� This six � (6) month extension of services is not an attempt by the Government to limit competition to the incumbent contractor but to ensure that there is no lapse in Business Information Systems access for the agency and to provide additional time for the finalization of the scope of follow-on requirement award of a follow-on contract.� Due to these capabilities, the Government intends to issue this task order bridge modification on a sole-source basis in the interest of economy and efficiency as a logical follow-on to an order already issued under the contract as all awardees were given a fair opportunity to be considered for the original order.� The economy results from the cost avoidance of not having �to do a�recompete�and the efficiency results from maintaining the same schedule holder for the short-term bridge extension.� In accordance with FAR Part 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the Agency.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this procurement on a competitive basis.� ������A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon response to this notice, is solely within the direction of the Government.�� The intent of this notice is to state the Government�s intention to sole source this requirement and to determine if any other source(s) exist; and, therefore, no solicitation is available. �All interested parties who believe they can provide the required service shall fully explain their capabilities and qualifications in writing and must submit itemized pricing that is sufficient to decide that competition is feasible.� All vendor responses will be considered.� Responses to this notice should be submitted to the Contract Specialist, Stephen Cannon at cannon.stephen.epa@gov and Contracting Officer, Christopher Davis at davis.christopher@epa.gov within 15 days from the date of this notice.� The notice, amendments, and other information related to this procurement as well as any subsequent procurement notifications will be posted on the Sam.Gov website at:� www.sam.gov and the FedConnect website at:� https://www.fedconnect.net/.� At this time phone calls related to this procurement are not being accepted.
