- Headquarters Allied Joint Force Command Brunssum (HQ JFC Brunssum) intends to issue an Invitation for International Bidding (IFIB) for the operation of a rationed item store/tax-free store at HQ JFC Brunssum in The Netherlands. � U.S. prime contractors must 1) maintain a professionally active facility within the United States, 2) be approved for participation in NATO International Competitive Bidding (ICB), 3) be issued a Declaration of Eligibility (DOE) by the U.S. Government. The reference for the IFIB is IFIB-ACO-BRU-21-18 and all correspondence regarding the IFIB should include that reference. � The type of contract is Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (ID/IQ). Partial bidding is authorized. SUMMARY OF REQUIREMENTS The primary aim of this IFIB is the sale of rationed items goods to eligible staff assigned or administered by HQ JFC Brunssum in a physical store on its premises. The secondary aim is the operation of a tax-free items store for the convenience of the eligible staff. The use of an online ordering portal is encouraged. �HQ JFC Brunssum will be the primary location; an option is to operate a second location in Eibergen, The Netherlands. BECOMING ELIGIBLE TO BID�� � NATO ICB requires that the U.S. Government issue a DOE on behalf of potential U.S. prime contractors interested in this contract. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NATO ICB. �U.S. firms are approved for NATO ICB on a facility-by-facility basis.� The U.S. NATO ICB application is a one-time application. �The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities The Department of Commerce (DOC) is the U.S. Government agency that approves NATO ICB applications. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NATO ICB project at this time, please also include the following in the text of your email: - the title and/or solicitation number of the contract - the name/phone/FAX/email of the company point of contact for the bid documents After approval of your one-time NATO ICB application, DOC will then know to follow up by issuing a DOE for the contract. �DOC will transmit the DOE to the NATO contracting agency. � IMPORTANT DATES U.S. firms should request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application): 24 November 2021 HQ JFC Brunssum�issues IFIB (planned): 29 November 2021 HQ JFC Brunssum will directly email the IFIB to all firms that have been issued a DOE. �Bidding will take place through the ACO eBid Portal: https://aco.procureware.com �Firms are encouraged to register with the Portal before the IFIB is due to be released. Bid closing (planned): 19 January 2022 Period of Performance: 01 April 2022 - 31 March 2027. Five-year period of performance, no extensions or options.
