- NOTICE OF INTENT TO AWARD SOLE SOURCE Project Title: Special Diabetes Program for Indians Technical Assistance - Portland Area Announcement #: 75H70421Q00038 This notice is for informational purposes only and is not a request for proposal/quotation. The Government hereby submits a notice of intent to award sole source contract to Northwest Portland Area Indian Health Board. This is a non-personnel services contract for skilled professionals with in-depth knowledge in the areas of surveillance, technical assistance, education and training, and to assist with building partnerships through Area-wide outreach activities in the Portland Area to allow for the expansion of resources and services to Tribal diabetes programs. The Western Tribal Diabetes Program (WTDP) at the Northwest Portland Area Indian Health Board (NPAIHB) has provided diabetes data and regional trainings to tribal programs in the Northwest for twenty years. Annually, the program has received funding per tribal support and resolution with a 5% set aside from the Special Diabetes Program for Indians (SDPI) funding that the Portland Area Indian Health Service (IHS) office receives. The work plan and activities are identified, prioritized and set forth by tribal input and participation. The Western Tribal Diabetes Program works with all 43 federally recognized tribes in the Northwest and other SDPI programs (inclusive of IHS, Tribal, and Urban programs). WTDP provides training and technical assistance to SDPI community directed grantees to collect, maintain, and use information to improve the health of AI/AN patients with diabetes. Trainings include clinical computer applications for case management, fitness instruction, and diabetes prevention. Computer trainings take place in Portland, providing Diabetes Management System (DMS) instruction to Northwest and other diabetes programs. The trainings are also offered on a virtual platform. DMS is a package of the Resource Patient Management System (RPMS) which is the system most SDPI programs currently use. The period of performance is one (1) 12-month base period with four (4) 12-month option periods. This sole source contracting action is being pursued under the authority of FAR 6.302-1. This notice is for informational purposes only and is not a request for proposal/quotation. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the Indian Health Service.
