Description

The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, firm-fixed price purchase order with�Arrowhead Scientific, Inc. dba Arrowhead Forensics�(Lenexa, KS) for the purpose of procuring three�(3) Dual 77+ Pistol Grip Investigation Lasers. The Dual 77+ Pistol Grip Investigation Laser�a forensic light source capable of emitting light at 445nm and 520nm at 10W and 8W, respectively.��It will be used�by the Scientific and Biometrics Analysis Unit (SBAU)�to detect latent prints on submitted evidence. The laser operates at a wavelength of 445 nm or at 520 nm with a maximum radiant power of 10 watts. The laser is lightweight and compact to enable users to carry it to various locations with the laboratory space for examination as necessary to meet operational needs. �� Based on market research conducted and contacts made�the methods used to arrive at the market research findings include Internet searches, attendance of forensic conferences, and forensic vendor literature review.�Although there are other forensic �lasers� on the market, none can meet the required technical specifications�listed above.��A less powerful (lower wattage) laser would not be acceptable as it could potentially�affect�SBAU�s�ability to detect and capture latent prints on item of evidence at a sufficient level of brightness and clarity.�Arrowhead Scientific, Inc. dba Arrowhead Forensics�is the sole manufacturer and provider of the Dual 77+ Pistol Grip Investigation Laser�and is�the only company capable of providing the products that will satisfy agency requirements.� This notice will be distributed solely through the General Services Administration�s SAM.gov website (www.SAM.gov).� Interested parties are responsible for monitoring the SAM.gov site to ensure they have the most up-to-date information about this acquisition.� The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 � Analytical Laboratory Instrument Manufacturing; the size standard is 1,000 employees. � The Government intends to negotiate with only one source under the authority of FAR 6.302-1.� This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement by contacting�Diane F. Siani�via email only at�dfsiani@fbi.gov, no later than 1:00pm (Central) on Thursday, November 15, 2021. Responses sent via other means (i.e.,�via telephone call, facsimile transmission, etc.) will not be considered.� Information received will be used solely for the purpose of determining�whether or not�to conduct a competitive procurement.� A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.�� Vendors must be registered in SAM, effective July 29, 2012, to receive government contracts.� The FBI utilizes a financial system that has a direct interface with the SAM.� Please ensure that your company�s SAM information is updated and accurate.� This includes: TIN, EFT, DUNs,�addresses, and contact information.� The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.� Justification for Other than Full and Open Competition is available upon request.
