Description
Synopsis for the M67 Propelling Charge For 105mm High Explosive, Smoke, and Illumination Cartridges The U.S. Army Contracting Command-Rock Island (ACC-RI), Rock Island, IL 61299-8000, on behalf of the Office of the Project Manager Combat Ammunition Systems (PM CAS), located at Picatinny Arsenal, New Jersey, anticipates awarding a Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract with five (5) ordering periods (one-year each) for the M67 Propelling Charge. This synopsis includes the procurement for 105mm High Explosive, Smoke, and Illumination Cartridges by qualified producers who are within the United States, its outlying areas, or Canada.). This award will utilize Best Value with Tradeoffs Source Selection Procedures in accordance with FAR 15.101-1 and the best interest of The United States Government (USG). The M67 Prop Charge is used in the 105mm M1 High Explosive, Smoke and Illumination Cartridges, M60 Smoke Cartridge, M1130 Pre-formed Fragmented Cartridge (PFF), Projectile Gun Units (PGU) 43/B, 44/B, and 45/B, and the M84 Smoke Cartridge. The M67 Prop Charge is comprised of seven propelling bag increments filled with M64 Single Perforation (SP) and Multi Perforation (MP) Propellants. The propelling bags are loaded with prescribed amounts of propellant to provide a muzzle velocity necessary to achieve required howitzer ranges. The contractor will provide M64 propellant as Contractor Furnished Material (CFM) and be required to perform acceptance testing of the propellant beginning in year three of this contract. The first two years the USG will lead the propellant acceptance to ease the learning curve on the contractor performing the lot acceptance testing (to include pairing of the SP and MP granulations, charge establishment and uniformity of the M64 propellants). The M67 Prop Charge acquired under this acquisition will be furnished as Government Furnished Material (GFM) to Load, Assemble, and Pack (LAP) facilities. The estimated quantities of Propelling Charges for this IDIQ, are approximately 1,000,000, throughout the 5 -1-year period of performances. The associated North American Industry Classification System Code (NAICS) for the M67 Propelling Charge is 332993. The M67 Propelling Charge shall be built to a certified Government Technical Data Package (TDP), which will be available upon request, through Contract Opportunities via SAM.GOV. Via the below provided link. The TDP is coded as Distribution Statement D (authorized distribution of technical documents to Department of Defense and U.S. DoD contractors only). Registration in System for Award Management (SAM) is required prior to requesting access to the technical documents. A system email will be sent once your request has been approved. It is strongly encouraged that all interested contractors monitor SAM.GOV for any amendments that may be posted for the solicitation.� Copies of the Solicitation or corresponding amendments will not be emailed or otherwise provided outside of SAM.GOV.
