Description
Introduction: This announcement is a Sources Sought Notice (market survey) in accordance with FAR 10.001 and in anticipation of a future procurement. The United States Coast Guard (USCG) Surface Forces Logistics Center (SFLC) is seeking responses from industry to determine capability and interest in performing a multi-year, multi-vessel dockside maintenance and repairs for U. S. Coast Guard Cutters (USCGCs) at USCG Base Alameda, California.� This requirement will primarily involve 418� Maritime Security Cutter-Large (WMSL) USCGCs BERTHOLF, WAESCHE, STRATTON, and MUNRO. �Each 418� WMSL cutter typically has two dockside maintenance and repair periods per calendar year, each between 8 and 12 weeks in duration. Dockside maintenance and repairs include, but are not limited to: structural repairs, electrical repairs, tank cleaning and preservation, ventilation cleaning and repairs, auxiliary machinery overhauls and repairs, insulation replacement, deck covering system maintenance and repairs, interior and exterior ship structure preservation, and similar work. The contemplated contract type is a Multiple Award, Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm Fixed Price task orders. Each task order would notionally encompass a single dockside maintenance and repair period for a single vessel, resulting in potentially 8 to 10 task orders each calendar year. Alternatively, task orders could encompass multiple vessels and/or multiple dockside maintenance and repair periods, and additional task orders could be issued for emergent work. The USCG is interested in determining both small business capability and interest and overall capability and interest. The NAICS Code for this requirement: 336611 � Ship Building and Repairing.� The PSC Code for this requirement:� J999 � Non-Nuclear Ship Repair (West).�Size Standard: 1,250 Employees This Availability is expected result in a multiple award IDIQ contract covering an ordering period of approximately January/February 2023 � January/February 2027 (5 years) consisting of a 1-year base ordering period and four 1-year optional ordering periods. The anticipated Request for Proposal (RFP) release date for this requirement is currently projected to be June/July 2022.� Planned availability and RFP dates are subject to change. No cost or pricing data is required in the vendor�s response to this Sources Sought Notice. All responsible sources should submit a capability and intent to propose statement, which will be considered by the agency. �The vendor�s response should include a brief description of the company and its capabilities as they relate to the projected work items noted below.
