Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in�FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quote are being requested and a written solicitation will not be issued. This solicitation/synopsis reference number is FA441822R0001 and is being issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-07 effective, August 11, 2021. This acquisition is 100% set-aside for Small Business. The associated NAICS code is 532210 with a $41.5M size standard. Contractors shall submit a proposal in reference to the attached Performance Work Statement (PWS) and bid schedule.� This Joint Base Washer/Dryer requirement is for Lease and Maintenance Services.� All responsible sources may submit a quote, which shall be considered. The contractor shall provide leased commercial grade washers and dryers that meet the Government's current ENERGY STAR specifications for energy efficiency for Joint Base Charleston, SC facilities, to include both the Air Base and Weapons Station. All machines shall remain the property of the contractor throughout the contract period. The contractor shall furnish all equipment, repair/maintenance services, and repair parts as needed during the contract period. Machines shall be maintained monthly in an operational condition so that they may be continuously used. All work performed by the contractor shall be performed in accordance with applicable laws, regulations, Headquarters Air Force standards, instructions, and commercial practices. Place of Performance: JB Charleston (JB CHS) Period of Performance is as follows: Base Period: 01 Apr 2022 - 30 Sep 2022 Option Period 1: 01 Oct 2022 - 30 Sep 2023 Option Period 2: 01 Oct 2023- 30 Sep 2024 Option Period 3: 01 Oct 2024 - 30 Sep 2025 Option Period 4: 01 Oct 2025 - 30 Sep 2026 Option Period 5: 01 Oct 2026 - 31 Mar 2027 *A six (6) month Extension of Services Option: 1 Apr 2027 - 30 Sep 2028 (This option would only be used in the event of a protest or other unforeseen event that results in the delay of a follow on award action.) The provision at�52.212-1, Instructions to Offerors-Commercial, applies to this acquisition, and is amended as follows: The response will consist of four separate parts: PART I � The RFQ shall consist a cover page that is signed and includes the authorizing point-of-contact. Also include any signed amendments that were issued. In doing so, the offeror agrees to the contract terms and conditions as written in the SOLICITATION, with attachments. The cover letter may state any delineating exceptions taken to the RFQ terms and conditions with accompanying rationale. However, offerors are cautioned that any noncompliance with the terms and conditions of the RFQ may cause their Quote to be determined not eligible for award. Offerors shall ensure that all clauses and provisions that require ""fill in"" information are appropriately completed. Part II - PRICE PROPOSAL - Submit one (1) electronic copy of the completed Attachment 3 - Washer and Dryer Bid Schedule (electronic copies must be compatible with Microsoft excel) (a) All empty cells highlighted in GREEN within Attachment 3 - Washer and Dryer Bid Schedule must be completely filled in. The Contracting Officer has determined there is a high probability of adequate price competition for this acquisition. Part III � Technical Schedule The offeror shall provide a schedule that indicates how long it will take the offeror to receive and install the washers and dryers. The schedule shall be stated in calendar days. Part IV - Past Performance Only references for same or similar type contracts are desired. Provide at least three references of ""Recent"" and ""Relevant"" projects. ""Recent"" is defined as projects within the past three years. ""Relevant"" is defined as performance effort involved essentially the same magnitude of effort and complexity this RFP requires. The evaluation of past performance information will take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition. Furnish the following information for each contract referenced: (i) Company/Division name (ii) Service (iii) Contracting Agency/Customer (iv) Contract Number and Contract Type (e.g. Firm Fixed-Price, Time & Materials, etc.) (v) Contract Dollar Value (Initial, final and an explanation of the difference) (vi) Period of Performance (vii) Verified, up-to-date name, address, email and telephone number (viii) Contracting Officer Representative's name, address, telephone & email (ix) Brief summary of the requirements (x) Comments regarding compliance with contract terms and conditions (xi) Comments regarding any known performance deemed unacceptable to the customer, or not in accordance with the contract terms and conditions General Information Site Visit Information: A site visit will be conducted at the JB Charleston�Air Base, Bldg. 503 at 9:00 A.M. (EST) on 22 October 2021.� Site visit attendees will meet at the Air Base Visitor Center, Dorchester Road, Charleston, SC 29420. All prospective offerors are urged to attend this conference and are requested to contact Brandy Stroud, Contract Specialist, at brandy.stroud@us.af.mil at least three (3) days prior to the conference date if they plan to attend.� Special arrangements will be required to gain access to JB Charleston, SC.� Offerors are cautioned that Joint Base Charleston has visitor control procedures requiring individuals not affiliated with the installation to obtain a visitor pass prior to entrance.� SOME DELAY SHOULD BE ANTICIPATED.� Offerors should allow sufficient time to obtain a visitor pass (requiring valid driver�s license, Social Security Card, vehicle registration, and current proof of insurance). Request for Information (RFI): Questions received, in writing, and subsequent answers will be posted to Beta. Sam.Gov. Offerors are encouraged to submit in writing all questions and requests for clarifications no later than midnight EDT, 28 Oct�2021. The decision whether to respond to questions and requests for clarification made after midnight EST, 28 Oct�2021 shall be at the sole discretion of the contracting officer. Failure of a prospective offeror to submit any questions will be construed to mean that the prospective offeror fully understands all requirements of the solicitation. INFORMATION REGARDING SUBMISSION OF QUOTES: Quotes must be emailed electronically. The Solicitation Number, and the name of the offeror must be in the subject line. Emails postmarked after the solicitation has closed will be late quotes and will be processed in accordance with FAR 52.212-1(f). FAR 52.212-2, Evaluation - Commercial Items, applies to this acquisition and is amended as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers in the following relative order of Importance: 1. Past Performance; 2. Price 3. Technical. Past performance is significantly more important than price and technical. Price and Technical are equal. � The government will evaluate quotes for award purposes by adding the total price for all options, the total price for the base year, and the six (6) month extension. The total evaluated price will be displayed on Attachment 3 � Washer and Dryer Bid Schedule in the Summary tab on cell D8. Evaluation of options shall not obligate the government to exercise the option(s). A written notice of award or acceptance of quote, emailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract. Before the quote's specified expiration date, the government may accept the quote (or part of the quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. BASIS FOR CONTRACT AWARD: This is a competitive best value solicitation in which competing offerors past performance history will be evaluated on a basis significantly more important than price. By submission of a quote in accordance with the instructions provided in clause FAR 52.212-1, Instructions to Offerors, the offeror agrees to the terms of this solicitation and all such quotes shall be treated equally except for their prices and performance records. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The evaluation process shall proceed as follows: A. Price Evaluation. Initially, quotes will be ranked according to price, which includes the base year price, all option year prices, and the six (6) month extension price. An offeror�s proposed prices will be determined in Attachment 3 � Washer and Dryer Bid Schedule in the Summary tab on cell D8. The six (6) month extension of services is IAW FAR 52.217-8, ""Option to Extend Services"" and will only be utilized if necessary. The six (6) month extension of services is not to be considered Option Year five (6). Additionally, the proposed pricing for the six (6) month extension will be based on Option Year four (5) pricing. B. Performance Confidence Assessment. The contracting officer will seek recent and relevant performance information on all offers based on (1) the references provided by the offeror and (2) data independently obtained from other government and commercial sources. Relevant performance includes performance of efforts providing management, tools, equipment, and labor, for leased commercial grade washers and dryers that involved similar scope and magnitude of effort and complexity as this solicitation requires. The purpose of the past performance evaluation is to allow the government to assess the offeror�s probability of meeting the solicitation requirements based on the offeror�s demonstrated past performance. The assessment process will result in an overall performance confidence assessment of Substantial Confidence, Satisfactory Confidence, Neutral Confidence, Limited Confidence, or No Confidence. Past performance regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement will not be rated as highly as past performance information for the principal offeror. Offerors with no recent/relevant performance history or if the offeror�s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned shall receive the rating of �Neutral Confidence,"" meaning the rating is treated neither favorably nor unfavorably. The Government shall give greater consideration to offerors whose past performance information rates �Substantial Confidence� or �Satisfactory Confidence� than to those offerors whose past performance information rates �Neutral Confidence.� Table 5. Performance Confidence Assessments (Ratings and Descriptions) Substantial Confidence - Based on the offeror�s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort. Satisfactory Confidence - Based on the offeror�s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort. Neutral Confidence - No recent/relevant performance record is available or the offeror�s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance. Limited Confidence - Based on the offeror�s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort. No Confidence - Based on the offeror�s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort. -- In evaluating past performance, the government reserves the right to give greater consideration to information on those contracts deemed most relevant to the effort described in this solicitation. The following table, also from the DoD Source Selection Guide, describes past performance relevancy ratings. Table 4. Not Relevant - Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires. C. Technical Assessment. The evaluation team will review the schedules and evaluate them in a matter of acceptable or unacceptable. If the offeror�s schedule indicates that washers and dryers will take longer than 120 calendar days to install after the notice of award and longer than 10 calendar days to install after the contract start date, the offeror�s schedule will be deemed unacceptable. If the offeror�s schedule indicates that washers and dryers will take 120 calendar days or less to install after the notice of award and 10 calendar days or less to install after the contract start date, the offeror�s schedule will be deemed acceptable. Basis of Award If the lowest priced evaluated offer is judged to have a �Substantial Confidence� past performance rating and an acceptable technical rating, then that quote represents the best value for the government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers. If the lowest priced offeror is not judged to have a �Substantial Confidence� past performance assessment, the next lowest priced offeror will be evaluated and the process will continue (in order by price) until an offeror is judged to have a �Substantial Confidence� past performance assessment and an acceptable technical rating or until all offerors are evaluated. Offerors are cautioned to submit sufficient information and in the format specified in FAR 52.212-1 to permit a meaningful assessment of past performance. Offerors may be asked to clarify certain aspects of their quote or respond to adverse past performance information to which the offeror has not previously had an opportunity to respond. Adverse past performance is defined as past performance information that supports a less than satisfactory rating on any evaluation element or any unfavorable comments received from sources without a formal rating system.
