- SPECIAL NOTICE Department of Veterans Affairs, New York Harbor Healthcare System, Network Contracting Office 2, is issuing this Notice of Intent to Sole Source to ST ENGINEERING AETHON, INC to provide full annual maintenance services on two (2) AETHON TUG Robots, located at the Samuel S. Stratton VA Medical Center, Albany NY. This Special Notice is issued to identify any potential sources that have the resources and capabilities to provide a comprehensive vehicle for full annual maintenance, repair and software updates for two AETHON TUG Robots. SERVICES REQUIRED: Contractor shall provide annual services for preventive maintenance, repair and software upgrade for two (2) AETHON TUG Robots, located at 113 Holland Avenue, Albany, NY 12208. The term of services will be one year after award of contract with provision for four (4) Option Years. INTERESTED & CAPABLE RESPONSES: NCO 2 is seeking responses from businesses that are interested in this procurement and consider themselves to have the resources, rights, and capabilities necessary to provide these services. Please provide all of the following in your response: Business name, business type, socio-economic status (e.g., Veteran-Owned, Woman-Owned, Disadvantaged Small Business, 8(a), etc.), person of contact (including telephone number & email address), GSA Contract number if applicable, and DUNS number. Please also include the North American Industry Classification System (NAICS) Code for which you propose to provide the service under for verification of your size standard. A Capability Statement which provides detailed, specific information that demonstrates understanding of the tasks required and capability to perform the tasks as stated in the attached Statement of Work. Failure to tailor capability statement to this specific requirement may result in your company being determined non-responsive. Responses must be submitted by 12:00 PM EST, Tuesday, October 26, 2021. Responses to the information requested above may be submitted via e-mail to Monique.Paltan@va.gov. This Special Notice of Intent to Sole Source is for planning purposes ONLY. The results of this notice may assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., small business set-aside, full and open competition, etc.). VA assumes no responsibility for any costs incurred associated with the preparation of responses submitted for this notice. STATEMENT OF WORK FULL MAINTENANCE SERVICES FOR THE AETHON TUG ROBOT 1. BACKGROUND: The Department of Veterans Affairs, Samuel S. Stratton VA Medical Center, Albany NY is seeking monthly full maintenance services for two (2) AETHON TUG Lab Robots. They are mobile robot units that move independently via a programmed route, to and from fixed points, including elevators. These machines are automatically programmed to deliver medication carts to specified areas already established and laid out during the initial installation in 2013. The robots are parked in the basement B-Wing at the charging station. They receive information and direction through the Pharmacy computer (part of the system). These robots will call a designated elevator, send signals to open automatic doors, deliver medication to assigned areas and return to the parking station in the Basement. This computerized system is networked through the VA IT infrastructure and is already installed and functioning 100%. The intent of this SOW is to provide information for a full maintenance service agreement through Aethon for the 2 TUG Robots. This service agreement will cover all hardware and software installed and 24/7 monitoring for the robot. 2. SCOPE: Contractor shall provide all necessary labor, parts, material, travel and supervision for full software and hardware maintenance support, and online remote monitoring and support for (2) TUG Laboratory Robots. The maintenance and service will include all equipment that keeps the TUG Robot peripheral operational as well as the TUG Robots themselves. Equipment to be covered: Two (2) AETHON TUG Robot, S/N: Two (2) AETHON MedEx Pharmacy Carts Two (2) AETHON Docking Stations Three (3) DELL PC s One (1) AETHON Elevator Interface Three (3) POE Network Switches Nine (9) Tranzeo Wireless Radios The Services shall include general maintenance per manufactures recommendations to include: Telephone support 24/7-365 for end users and technicians. Direct remote assistance via direct link with AETHON and VA IT link. Call dispatching to resolve issues 24/7 365 days a week. Training and consignment parts inventory. Software enhancements and new updates when available. All parts, new or refurbished, and shipping included for replacement items when needed. Next day training service provided outside the training initially given Next day emergency service in the event the technician is unwilling to perform the service over the phone and or remotely. 8 hours of CAD mapping modifications. AETHON quality assurance visits to be set up with the vendor. End user 24/7 356 days a year support. Remote assistance for AETHON products 24/7. Scheduled preventive maintenance Repair parts for defects Next day on-site service and parts shipment. 3. PARTS /SUPPLIES QUALITY: Parts and Supplies provided under this contract shall be new/refurbished OEM parts. 4. FIELD SERVICE REPORTS: Contractor shall furnish a copy of a written or electronic Field Service Report (FSR) after each services, repair or scheduled maintenance. 5. WORKING BUSINESS HOURS: All services will be performed during normal business hours of coverage unless proper alternate arrangements have been coordinated beforehand with the COR. Working hours will be Monday to Friday from 8:00 AM EST to 5:00 PM EST excluding Federal Holidays. Federal Holidays which are observed by the federal government are annotated below.
