SDVOSBC Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside (FAR 19.14)
 
Description
This solicitation is being issued for the Service-Disabled Veteran Owned Small Business to establish an Indefinite Quantity Contract (IQC) that will provide DLA Direct replenishment coverage. Under this solicitation, the resulting contract(s) will be Firm Fixed-Price with Annual Price Adjustments, Indefinite Quantity Contract(s) issued under FAR Part 15 with a 3-year base period and two 1-year option periods that may be exercised at the discretion of the Government. The total contract period will be five years, if the two options are exercised. Currently Section B will contain two (2) NSN Items managed by DLA Land and Maritime. See table below: NSN: 1005015476523 Description: PLATE ASSEMBLY BACK Estimated Annual Demand Quantity: �761 EACH IAW REFERENCE DRAWING NR 19200 / 13016070 NSN: 1005016026735 Description: BUFFER ASSEMBLY, RECOIL Estimated Annual Demand Quantity: �205 EACH IAW BASIC DRAWING NR 53711 / 8347745 The Government is using the policies contained in Part 15 � Contracting by Negotiation, in its solicitation for the described supplies. The solicitation will be available on or about November 3, 2021, 2021 at http://dibbs.dscc.dla.mil/rfp. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, proposed delivery, past performance and surge and sustainment as described in the solicitation. All responsible sources may submit an offer/quote which shall be considered. Drawings/specifications will be available through BSM DIBBS. This proposed procurement includes a family group of items within the Federal Supply Class 1005. The proposed contract is set-aside for Service-Disabled Veteran Owned Small Business concerns. Offers from other than Service-Disabled Veteran Owned Small Business concerns will not be considered. THESE ITEMS ARE A ""DEFENSE ARTICLE"" AS DEFINED IN AND SUBJECT TO THE INTERNATIONAL TRAFFIC IN ARMS REGULATIONS (22 C.F.R. 120-30) AND THE ARMS EXPORT CONTROL ACT (22 U.S.C.A. 2778-2799). ANY MANUFACTURER OR EXPORTER OF DEFENSE ARTICLES IS REQUIRED TO REGISTER WITH THE DIRECTORATE OF DEFENSE TRADE CONTROLS (DDTC), DEPARTMENT OF STATE. DOCUMENTARY EVIDENCE OF REGISTRATION MAY BE REQUIRED PRIOR TO AWARD.� ADDITIONAL EXPORT RESTRICTIONS APPLY AS INDICATED HEREIN.� FAILURE TO SUBMIT DDTC REGISTRATION WHEN REQUESTED WILL MAKE A QUOTE/OFFER INELIGIBLE FOR AWARD. RQ032: EXPORT CONTROL OF TECHNICAL DATA� APPLIES These items have technical data some or all of which is subject to export-control of either the International Traffic in Arms regulations (ITAR) or the Export Administration Regulations (EAR), and cannot be exported without prior authorization from either the Department of State or the Department of Commerce. Export includes disclosure of technical data to foreign persons and nationals whether located in the United States or abroad. This requirement applies equally to foreign national employees and U.S. companies and their foreign subsidiaries. DFARS 252.225-7048 is applicable to this data. The Defense Logistics Agency (DLA) limits distribution of export-control technical data to DLA contractors that have an approved US/Canada Joint Certification Program (JCP) certification, have completed the Introduction to Proper Handling of DOD Export-Controlled Technical Data Training and the DLA Export-Controlled Technical Data Questionnaire (both are available at the web address given below), and have been approved by the DLA controlling authority to access the export-controlled data. Instructions for obtaining access to the export-controlled data can be found at: https://www.dla.mil/HQ/LogisticsOperations/EnhancedValidation/ To be eligible for award, offerors and any sources of supply proposed for use are required to have an approved JCP certification and have been approved by the DLA controlling authority to access export-controlled data managed by DLA. DLA will not delay award in order for an offeror or its supplier to apply for and receive approval by the DLA controlling authority to access the export-controlled data.
